Regional Competitiveness and Employment Objective

This is one of the three priority objectives under European Cohesion Policy for 2007-13. It aims to strengthen the competitiveness and attractiveness of, and employment in, regions not included in the Convergence Objective (which covers the most disadvantaged regions). It is designed to help pre-empt economic and social changes, promote innovation, entrepreneurship, environmental protection, accessibility, adaptability, and the development of inclusive labour markets. It will be financed by the European Regional Development Fund (ERDF) and the European Social Fund (ESF).

In the EU's 27 Member States a total of 168 regions will be eligible for funding, representing about 314 million inhabitants. The eligible regions are:

  • regions previously covered by Objective 1 during the period 2000-06 which no longer meet the regional eligibility criteria of the Convergence Objective and currently receive transitional support. A list of these regions has been adopted and will be valid from 2007 to 2013
  • all other regions of the EU not covered by the Convergence Objective
