Managing Authorities are invited to apply for a Commission pilot project “Frontloading administrative capacity building”. If selected, they will benefit from tailored  hands-on support, provided in close cooperation with the OECD, to further improve the way they manage and invest EU funds and, therefore, be better prepared for the next programming period post-2020.

Along with other important calls launched recently, this is part of the work of the Directorate General that is expected to feed in the better preparation for the next programming period, offering hands-on support by the Commission and other experts (e.g. the OECD) in analysing and addressing their administrative capacity building needs.

The pilot will be divided into two phases:

  • Phase I: preparation of a comprehensive roadmap for administrative capacity building (only phase I covered by this call), and
  • Phase II: implementation of selected actions of the roadmap.

From the Commission perspective, the advantage consists of testing an entirely new approach. The experiences will then be disseminated and feed into reflections on how to strengthen the administrative capacity of ESIF managing authorities for/in the post-2020 programming period.

Who can apply under this call?

The expression of interest shall be submitted by managing authorities for national or regional operational programmes co-financed by the ERDF and/or the Cohesion Fund. The relevant national coordinating authorities (depending on the particular national context) should also be informed about the application.

Managing Authorities can apply until 9 April 2018. The results of the call will be published in late April.
