Evaluation and Monitoring of EU Structural and Cohesion Funds Programmes, 2014-2020: 2-stage seminar

Stage 1 (day 1) looks at Evaluation and Monitoring Fundamentals: Methods, Concepts and Indicators for ESI Funds in 2014-2020. Stage 2 (days 2&3) examines the 3 classes of evaluation method which the European Commission urges Member States to use when evaluating ESIF programme and project impacts: theory-based evaluations, counterfactual evaluations, ex post cost-benefit analyses. These are the same 3 methods to be presented and judged for cases of good practice in the ongoing European Commission evaluation competition. The seminar will feature keynote presentations from the European Commission (DG REGIO) and expert consultants in the field. The European Commission will highlight requirements and challenges for 2014-2020 and the expected use of the 3 evaluation methods for different sectors supported by the ESIF Funds. They will also provide a review of progress on Evaluation Plans.
