Main objectives
The cooperation programme addresses the most important cross-border challenges linked to the implementation of the Europe 2020 strategy in this large and diverse cross-border area, which stretches from the dynamic areas around Gothenburg and Oslo to the sparsely populated, mountainous and more rural areas further north. It consists of three sub-programmes but the themes and priorities will be the same for the whole area.
The programme will contribute to strengthen the cross-border research and innovation capacity of companies and organisations. Another objective is to attract companies to the programme area and contribute to increased competitiveness of SMEs. At the same time, the programme will support the use of the natural and cultural heritage in a sustainable way, protecting the environment and even improving its protection status. In the area of connectivity, the programme will stimulate increased cross-border commuting and further development of low-carbon transport systems. The cross-border regions have a strong comparative advantage to build on in the area of low-carbon transport systems. Finally, the programme will contribute to employment by supporting cross-border mobility on the labour market. This includes measures aiming at overcoming various border obstacles and activities related to qualifications assessment.
Sweden-Norway will contribute to the implementation of the EU Strategy for the Baltic Sea Region.
Funding priorities
The programme will focus on the following four priorities:
Expected impacts
- 18% increase in innovative SMEs as a share of all SMEs
- 300 new companies with 1-4 employees
- 1660 more registered guest nights in hotels and other accomodation
- 40 000 more cross-border commuters
- 550 more persons commuting across the border for work
