Programme description

Main objectives

The programme builds on the many existing strengths of the region by focusing on entrepreneurial potential as well as innovation and product and service development in SMEs, including smart low-carbon solutions. The programme specifically addresses a set of challenges typical of the northern sparsely populated areas through focused investments in both digital and physical accessibility.

Funding priorities

  • Support product and service development in SMEs and stimulate the profitability and internationalisation of SMEs
  • Promote research and development in enterprises
  • Deploy very high-speed broadband as an important condition for accessibility and competitiveness in the region
  • Introduce low-carbon solutions for the public and private sectors
  • Fix bottlenecks in the transport network while promoting multimodality and environmentally friendly modes of transport

Expected impacts

  • More than 3,000 enterprises receiving support
  • Employment increased by almost 1,800 full-time equivalents in the supported enterprises
  • 120 enterprises cooperating with research institutions
  • Access to very high-speed broadband for 65% of enterprises (up from 35% in 2012)
  • Improved regional mobility and reduced CO2 emissions in transport
