Programme description

Main objectives

The programme aims at developing a more knowledge-based economy by boosting investments for growth and employment with particular focus on SMEs, research and business cooperation and the low-carbon economy.

Funding priorities

  • Support SMEs, mainly providing access to capital for business development through financial instruments, and make businesses capable of engaging in international markets
  • Enhance regional structures for business-to-business cooperation as well as cooperation between business and research to increase innovation capacity
  • Develop public infrastructure that supports energy-efficient and low-carbon transport
  • Support smart preparation of high-speed broadband deployment and boost digital services

Expected impacts

  • 765 enterprises receiving support
  • Employment increased by 500 full-time equivalents in the supported enterprises
  • Increase in overall employment in SMEs from 72,400 (in 2011) to 74,000 by 2023
  • Reduction in CO2 emissions from transport (excluding international aircraft and sea craft) by close to 100,000 tonnes per year by 2023
  • All 34 municipal broadband strategies prepared and agreed
