Operational Programme 'SME Initiative' Romania
By this decision the Commission adopts the Romanian Operational Programme "SME Initiative". Romania has responded to the call of the European Council (October 2013) which encourages Member States to make use of this joint initiative developed by the Commission and the European Investment Bank to boost small and medium-sized enterprises (SMEs) access to finance in Member States. The improved access to finance for Romanian SMEs will enhance their productivity, innovativeness, the capacity to grow on regional, national and international markets and to engage in innovation processes.
The programme has an allocation of EUR 100.000.000 of the European Regional Development Fund (ERDF) resources. The value of the investment is in the form of uncapped guarantees is expected to quadruple to some EUR 400 million or more, thanks to the leverage effect of private investment as loans disbursed to SMEs located in both the less and more developed regions of Romania.
Funding made available under this programme is complementary to the financing provided by other existing programmes, to support SMEs at national and European level, thus facilitating and maximising their synergies.
The aims of this intervention is to facilitate the access to finance for the Romanian SMEs. In order to enhance the competitiveness of Romanian SMEs, the programme puts a special focus on innovative activities, including through setting up a minimum sub-portfolio corresponding to the Horizon 2020 eligibility criteria.

An increased share of SMEs whose applications for credit are successful (+3%).
