Programme description

Main objectives

The programme is co-financed by the ERDF and the ESF and it aims to (i) support the Public Administration in the fight against corruption and organised crime (ii) increase security in productive areas, (ii) foster the diffusion of legality. This OperationalProgramme (OP) targets the less developed regions in Italy.

The ERDF will focus on TO 2 (digital services for the Public Administration); TO 3 (security for economic development areas); TO 9 (rehabilitation of confiscated assets). The ESF complements the thematic objectives of the ERDF and will focus on: TO 9 (social inclusion) and TO 11 (administrative capacity).

Funding priorities

The programme will focus on the following main priorities:

  1. Strengthening the Public Administration in the fight against corruption and organized crime (EUR 68,07 mio ERDF, 24,03%);
  2. Reinforcing legality in strategic areas for economic development (EUR 74,13 mio ERDF, 26,17%);
  3. Supporting social inclusion through the rehabilitation of confiscated assets (EUR 41,79 mio ERDF, 14,76%);
  4. Supporting social inclusion through legality (EUR 50 mio ESF, 17,65%);
  5. Increasing the capacity of the Public Administration in the fight against corruption and organised crime" (EUR 37,92 mio ESF, 13,39%);
  6. Technical Assistance (EUR 11,33 mio ERDF 4%).

Expected impacts

  • 27 ICT systems to prevent and fight against corruption in the field of public procurement;
  • 1 ICT system to process data to access the fund for assisting victims of usury;
  • 4 databases to monitor productive systems so as to monitor criminal offences;
  • 100% data on confiscated assets published as open data;
  • 10 strategic productive areas under monitoring in order to avoid criminal offences;
  • 11.000 square metres of confiscated assets rehabilitated for social inclusion measures and integration of legal immigrants and asylum seekers;
  • 5.085 migrants, participants with a foreign background, minorities (including marginalised communities) entering employment including self-employment;
  • 64.339 public servants undergoing retraining in order to fight crime and corruption;
  • Increase from 23 to 35% of the rate of participation of citizens in web activities related to civil society and policy-making
