On 17 August 2007, the European Commission approved the multiregional operational programme 'Security for development' for the regions of Calabria, Campania, Apulia and Sicily in Italy covering the period 2007-2013.

The operational programme comes under the ‘Convergence Objective’ and has a total budget of around € 772 million, after amendment adopted on 10.02.2016. The aid provided by the European Union (EU) from the European Regional Development Fund (ERDF) amounts to some €579 million, which represents around 2.0% of Community aid to Italy under the cohesion policy for 2007-2013.

1. Purpose and aim of the programme

The overall aim of the programme is to:

  • improve the conditions of security, justice and equality for citizens and businesses, and thus contribute to the development of areas characterised by a high degree of criminality;
  • raise confidence levels among the population and economic operators.

This objective is in line with the national reform programme drawn up under the Lisbon Strategy.

The programme aims to strengthen security in the four regions of Southern Italy concerned in order to make them more attractive. The two linked themes of security and promoting adherence to the law are at the heart of development policy for the less-favoured regions.

2. Expected impact of the investments

The overall objective of the programme is linked with the quantified impact indicators reflecting the effects of the programme:

  • reduction in the organised crime index (from 102 to 99%);
  • reduction in the population's perception of criminal risk (from 36 to 31 %);
  • creation of 13 500 jobs.

3. Priorities

The operational programme has three priorities:

Priority 1: Security for economic freedom and the freedom to conduct business [around 49.5% of total investment]

Measures under this priority are aimed at protecting the fundamental rights of citizens, in particular by removing obstacles to the free competition of enterprises that stem from the activities of organised crime, in order to improve the quality of life and overcome the barriers to development in the regions concerned.

The particular areas addressed are:

  • controlling the territory and ensuring the free use of communication routes;
  • protecting the environment;
  • combating the various forms of unfair competition;
  • giving training to operators in the area of security.

Priority 2: Promoting adherence to the law [around 46.5% of total investment]

Measures under this priority are aimed at promoting greater adherence to the law in order to improve the regions' ability to attract productive investment and tourists. Particular attention is given to the phenomenon of immigration.

The particular areas addressed include:

  • combating the various forms of illegal work;
  • the transparency of public procurement;
  • combating usury;
  • integrating immigrants;
  • managing goods confiscated from criminal organisations;
  • improving technological equipment and giving training to operators in the area of security;
  • promoting a law-abiding culture.

Priority 3: Technical assistance [around 4.0% of total investment]

Measures under this priority are aimed at building the technical capacity of the authorities responsible for the programme so that they can manage effectively the various stages of preparing, implementing, monitoring, following up, assessing, notifying and controlling the programme's activities. The particular areas addressed include technical assistance to the programme's managing authority and assessment, information and communication measures.
