Operational Programme 'Kärnten'
Programme under Regional competitiveness and employment objective, co-funded by European Regional Development Fund (ERDF)
The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Kärnten for the period 2007-2013, the Operational Programme "Regional Competitiveness Kärnten 2007-2013". This programme involves Community support for Kärnten within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total budget of the programme is around EUR 134.78 million and the Community assistance through the ERDF amounts to EUR 67.39 million (approximately 4.6% of the total EU money invested in Austria under Cohesion policy 2007-2013).
1. The purpose and aim of the EU investment
The overall objective of the programme is to create growth and jobs through sustainable development. Kärnten will strengthen its competitiveness and position itself as an attractive hub in the Alpine-Adriatic area. Its innovation-oriented development strategy will ensure quality of life, income and long-term employment of all inhabitants of this Bundesland.
Kärnten has a GDP per capita at 108.6% of EU average, but the rate of economic growth (over the last six years for which data are available) is below the national average rate. Until the 1980s, Kärnten was rather isolated and the consequences of this isolation are still felt today when looking at the economic structure of the region. Through improved infrastructure and the recent enlargement of the EU, Kärnten has however been able to improve its economic situation significantly. The challenge is now to improve the regional growth dynamics through well-targeted support to specific sectors.
The programme shall promote innovation and knowledge-based economy and the creation of long-term jobs, thus substantially contributing to achievement of the Lisbon strategy objectives. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming will be observed horizontally when implementing the programme.
2. The expected impact of the investment
The programme will ensure creation of 750 new jobs, out of which 100 in the research & development sector, trigger a total investment of EUR 400 million (almost six times the Community assistance).
3. Priority axes
The aim of the Regional Competitiveness Kärnten 2007-2013 programme is to strengthen the growth dynamics through intensified interregional and international cooperation. This will result in increased interactions of economic activities and economic growth.
The Regional Competitiveness Kärnten 2007-2013 programme is structured into following priority axes:
Priority axis 1: Innovation- and knowledge-based economy
In the current period of globalisation, Kärnten's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is a successful application of the research & development outputs in practice.
Priority axis 2: Technical assistance
There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring, evaluation and control.
