On 18th July, the European Commission adopted the Communication "Strengthening innovation in Europe's regions: towards resilient, inclusive and sustainable territorial growth strategies" (COM(2017)376 final).

The Commission proposed launching two pilot actions by the end of 2017 on "Interregional innovation projects" and "Industrial transition regions".

1) Call for Expression of Interest for Regional Authorities to Participate in a Pilot Action on Industrial Transition

DG REGIO seeks expressions of interest from national and regional authorities, at the appropriate geographical level and at least at NUTS level 2, willing to work on the basis of their respective smart specialisation strategies in order to promote broad-based innovation to address the challenges of industrial transition.

(2) Call for Expression of Interest for Thematic Partnerships to Pilot Interregional Innovation Projects

DG REGIO seeks expressions of interest from transnational partnerships of regional authorities, which include regional stakeholders (universities, research centres, clusters, SMEs, etc.), that are willing to pilot interregional innovation partnerships aimed at facilitating the commercialisation and scale-up of inter-regional innovation projects and to incentivise business investments.

The European Commission, Directorate-General for Regional Policy has published a new Call for Expressions of Interest "Vendors' list in the field of Evaluation in connection with its activities".

What is a C.E.I? A Call for expressions of interest (CEI) invites economic operators to put themselves forward as candidates in advance of public procurement operation launched by a contracting authority.
They can be seen as a way of generating shortlists which may be updated many times, and used by all the Commission services for many different procurement procedures.

Deadline: The lists may be used until the 15th of December 2020, but the deadline for receipt of applications is the 15th of September 2020.

Ready to apply? Vendors interested to apply are invited to submit an application in accordance with the rules set out in the contract notice for the purpose specified. Both legal and natural persons may apply.

DG Regio and Transparency International invite all civil society actors interested to participate in the call for Expression of Interest to pilot Integrity Pacts in Projects Co-funded by Structural and Cohesion Funds to an informational webinar on 8 June 2015, 11:00 Brussels time. The webinar will seek to briefly present the main aspects of the call as well as answer questions from participants. All answers will be documented and shared with those that cannot make the call. The Commission is looking for experts to be appointed in a personal capacity to provide advice on fi-compass , the advisory platform for financial instruments under the ESIF (European Structural and Investment Funds) and EaSI (Employment and Social Innovation) microfinance.
To develop the necessary knowledge base and to improve the administrative capacity of bodies involved in the implementation of financial instruments, the Commission (notably DG REGIO, DG AGRI, DG EMPL and DG MARE) will make available technical assistance and advisory services to the benefit of Member States, its Managing Authorities, microcredit providers and other stakeholders. These assistance and advisory services will be delivered in a coherent way via the common facility, fi-compass.

The experts will advise the Commission with the objective to render the fi-compass a meaningful initiative which addresses the needs of the stakeholders effectively, reacts quickly to a possibly changing environment and facilitates implementation of financial instruments.

Who can apply?

The call for applications  is open to individuals who will give the Commission an independent opinion free from external influence and commit to act independently and in the public interest. 
The candidates must:

  • have proven competence and experience, of at least 5 years, including at European and/or international level, in areas relevant to the use of financial instruments as a delivery tool for the objectives of ESIF  and/or EaSI micro-finance related policies,
  • be nationals of a Member State of the European Union.

The Commission also needs to strike a balance within the group of experts in terms of representativeness of applicants regarding the field of expertise covered, gender and geographical origin.

The working language of the fi-compass expert group will be English

How to apply?

The duly signed expressions of interest, including a motivation letter and a curriculum vitae, must be submitted by e-mail to by 30 January 2015, 18:00 Brussels time, at the latest. The date of submission will be the date of the e-mail.

Nota Bene: The implementation of this action is subject to the availability of the appropriations provided for in the draft financing decision for the Preparatory Action entitled "Erasmus for elected local and regional representatives" for 2012 after the adoption of the decision.

The rules of public procurement do not apply to this call for expression of interest.

The European Commission is launching, in collaboration with the Committee of the Regions, the European Parliament's Preparatory Action entitled 'Erasmus for local and regional elected representatives'. Its aim is to increase European elected representatives' knowledge and expertise on EU Cohesion Policy through ad hoc training and transnational learning activities.

Over a period of six to eight months, selected candidates will participate in a three-step learning process which will include:

  1. participation in the OPEN DAYS from 8 to 11 October 2012;
  2. participation in on-site visits to cities in order to get valuable examples of integrated sustainable urban development;
  3. participation in the wrap up seminar in Brussels to draw lessons learnt and exchange acquired knowledge.
