Operational Programme 'Lisbon'

Programme co-financed by the European Regional Development Fund (ERDF) under the Regional Competitiveness and Employment objective

On 12 October 2007 the European Commission approved an Operational Programme for the Lisbon region in Portugal for 2007-2013. This Operational Programme comes under the Regional Competitiveness and Employment objective and has a total budget of about 681 million euros. The financing provided by the European Union under the European Regional Development Fund (ERDF) amounts to some 307 million euros, representing about 1.4% of Community aid to Portugal as part of the cohesion policy for 2007-2013.

1. Purpose and aim of the programme

The main objectives of the programme are:

  • regional competitiveness, based on the region's key position;
  • boosting the skill levels of human resources;
  • enhancement of the region;
  • better quality of the environment and more effective governance by increasing the involvement of citizens.

2. Expected impact of the investment

Boosting competitiveness and creating conditions conducive to investment in the region depend on:

  • increased employment;
  • faster urban regeneration, with greater social integration and cohesion;
  • easier mobility;
  • better management of public areas;
  • bringing governance closer to the citizen.

3.  Priorities

The Operational Programme is centred on four priorities:

Priority 1: Competitiveness, innovation and knowledge [about 57.0% of total investment]

The aims of this priority are:

  • promotion of innovation and technological development;
  • technology transfer;
  • internationalisation of the regional economy.

Priority 2: Sustained regional growth [about 20.5% of total investment]

This priority aims to:

  • devise innovative solutions for urban problems;
  • facilitate the mobility of the population;
  • encourage environment-friendly transport, promote recycling and improve the environmental effectiveness of public services.

Priority 3: Social cohesion [about 20.5% of total investment]

The basic aims of this priority are urban regeneration, inclusion of the immigrant population and support for those in need.

Priority 4: Technical assistance [about 20.1% of total investment]

Technical assistance will allow the co-financing of activities relating to programme management, monitoring, assessment, organisation, information and communication.
