Operational Programme 'Governance and Technical Assistance'

Programme under the Convergence Objective, co-funded by the European Regional Development Fund (ERDF)

On 17 August 2007, the European Commission approved a Governance and Technical Assistance Multi-regional Operational Programme for the Italian regions of Calabria, Campania, Puglia and Sicily for the period 2007-2013. The Operational Programme falls within the framework laid out for the Convergence Objective and has a total budget of around €276 million. Community funding through the European Regional Development Fund (ERDF) amounts to some €138 million, which represents approximately 0.5% of the total EU investments earmarked for Italy under the Cohesion Policy for 2007-2013.

1. Aim and purpose of the programme

The Operational Programme aims to improve the effectiveness of Regional Policy by enhancing the technical and political competences of the administration and implementing bodies involved. The Programme therefore complements the two European Social Fund (ESF) Programmes on building administrative capacity, one under the Regional Competitiveness and Employment Objective, the other under the Convergence Objective. Both Programmes support the merging of national and EU Regional Policy programming and look to enhance the efficiency of public administrations involved in Regional Policy planning, implementation, monitoring and evaluation.

The main beneficiaries will be the regional, central and local administrations acting as Managing Authorities and implementing bodies for regional and national Operational Programmes. Furthermore, EU Regional Policy methods will be used in national Regional Policy interventions as a way of enhancing their effectiveness and impact. Best practice exchanges and twinnings between different administrations will also be organised with the same aim.

2. Expected impact of investments

The expected impact will be increased perception about the effectiveness of the technical assistance provided by Managing Authorities. This will result from activities including 350 technical assistance days, twinning actions and other related workshops and plenary meetings. As a result of 10 methodological studies and documentation, 240 information and publicity products, databases and events, there should be greater awareness about EU Cohesion Policy interventions among the beneficiaries and the public.

3. Priorities

The Operational Programme is structured along two priorities:

Priority 1: Actions in Support of Single Programming [approximately 23% of total funding]

This priority aims to reinforce coordination of the National Strategic Reference Framework (NSRF) and the Operational Programme itself, ensuring relevant information and communication on Cohesion policies and improving the basic statistical information used for defining and evaluating development policies. These aims will be achieved by conducting studies, acquiring expertise, reinforcing and improving the national evaluation system, defining and carrying out a communication plan for the NSRF and the Programme, and improving the statistical databank used in the planning, monitoring and evaluation processes.

Priority 2: Actions to Reinforce Public Administration [approximately 77% of total funding]

The second priority concerns the modernisation and effectiveness of administrations involved in carrying out the Programmes co-funded by the EU. Actions in this field include improving planning processes, encouraging the activities of environmental networks, twinning actions and best practice exchanges, reinforcing the departments responsible for interventions and increasing the transparency and security of the implementation processes.
