Operational Programme 'Molise'
Programme under the Regional Competitiveness and Employment Objective, co-funded by the European Regional Development Fund (ERDF)
On 28 November 2007, the European Commission approved a Regional Operational Programme for the Molise region in Italy for the period 2007-13. The Operational Programme falls within the framework laid out for the Regional Competitiveness and Employment Objective and has a total budget of around €192 million. Community funding through the European Regional Development Fund (ERDF) amounts to some €70 million, which represents approximately 2.4% of the total EU investment earmarked for Italy under the Cohesion Policy for 2007-13.
1. Aim and purpose of the programme
Molise's ERDF Programme is expected to play a key role in boosting competitiveness through research and innovation, reducing carbon emissions by promoting renewable energy and energy efficiency, improving accessibility by modernising connections to multimodal transport systems, and enhancing the attractiveness of the region with a particular focus on cities, mountain areas and risk prevention.

The Operational Programme is structured according to the following priorities:
Priority 1: Research and Development, Innovation and Entrepreneurship [approximately 39.5% of total funding]
This priority aims to boost regional innovation by strengthening the role of the private sector with technological transfer and cooperation between firms and research institutes. Priority will be given to raising awareness about research and innovation needs among local enterprises.
Innovative enterprises will be supported through direct aid for industrial research and development (R&D) plans as well as other aid for innovation plans in the area of organisation and production processes. Innovative start-ups and spin-offs working on clean technology will receive priority support.
An international competitive focus will be developed among the region’s small and micro-sized enterprises. Information and communication technologies (ICT) support will be provided to these enterprises, as many operate in traditional fields, yet lack solid ICT capabilities. An accessible credit system will be provided for innovative investment programmes for new and existing industrial enterprises in R&D and/or organisational process innovation.
Priority 2: Energy [approximately 13.5% of total funding]
In order to achieve more energy efficiency and less pollution from emissions, the priority will promote and support renewable sources and the diversified supply and use of instruments for energy saving.
Priority 3: Accessibility [approximately 19.0% of total funding]
The accessibility strategy adopted is based on applying the principle of territorial and thematic concentration. The regional socio-economic partnership will set out requirements for the financing of a single infrastructure project. A choice is to be made between two multimodal platforms for the region, the first being in the area of Termoli, the second in the production area of Venafro.
Priority 4: Environment and Territorial Development [approximately 24.0% of total funding]
This priority is characterised by a clear territorial approach and will be implemented through integrated territorial or urban programmes targeting mountain and urban areas and focusing on the following areas: environmental protection, risk prevention and physical rehabilitation; urban rehabilitation and development; and ICT services in territories with a digital divide.
Priority 5: Technical Assistance [approximately 4.0% of total funding]
Technical assistance will be provided for implementing the Programme. Financial support is also available for administration, monitoring, evaluation and control.
