'Hungary-Serbia' IPA Cross-border Co-operation Programme 2007-2013
‘Hungary-Serbia IPA Cross-border Programme’, receiving Community assistance from the cross-border co-operation component of the Instrument for Pre-Accession Assistance (IPA)
On 25 March 2008 the European Commission approved a Cross-border Co-operation Programme between Hungary and Serbia for the period 2007-2013, which was adopted under and co-financed by the cross-border co-operation component of the Instrument for Pre-Accession Assistance (IPA). The programme involves Community support for specific Hungarian and Serbian regions that lie along their common border: the Hungarian regions of Csongrád and Bács-Kiskun and Serbian regions Zapadnobački, Severnobački, Severnobanatski, Juznobački and Srednjebanatski. The areas of South Banat and Srem in Serbia may take part in projects as an adjacent area, i.e. receiving a maximum 20% of the funding allocated to the programme. Community funding for the programme over the period 2007-2011 is worth around € 33.9 million, supplemented in turn by about €5.9 million of national funding from the two participating countries. The programme’s total value therefore is approximately € 39.9 million. |
1. The purpose and aim of the EU investmentThe programme’s overall aim is to produce a harmonious region founded on co-operation in combination with a sustainable and secure environment. This global objective has been broken down into five specific objectives by the participating countries. These are: |

The expected impact of the investmentA series of indicators, applicable to each of the programme‘s priorities, has been developed by the participating countries in order to allow progress to be evaluated over the course of the programme’s implementation. Results will be measured in terms of: facilities built, reconstructed or refurnished; interventions on flood protection; developed studies, research efforts and strategies; developed observation/monitoring systems; impact on businesses; joint training and joint project implementation; new cross-border contacts, etc. |
3. Priority axesIn order to achieve its objectives, the programme works on two main thematic priorities, with a third priority dedicated to the management of the programme (‘technical assistance’ priority). The Hungary-Serbia IPA Cross-border Co-operation Programme 2007-2013 is subdivided into the following priorities: Priority 1: Infrastructure and environment [approximately 52% of total funding] Priority 2: Economy, education and culture [approximately 38% of total funding] Priority 3: Technical assistance [approximately 10% of total funding] |
