Operational Programme 'Alsace'
Programme co-financed by the European Regional Development Fund (ERDF) under the Regional Competitiveness and Employment objective
On 30 November 2007 the European Commission approved an Operational Programme for the Alsace region in France for 2007-2013.
This Operational Programme comes under the Regional Competitiveness and Employment objective and has a total budget of about 303 million euros. The financing provided by the European Union under the European Regional Development Fund (ERDF) amounts to some 76 million euros, representing about 0.5 % of Community aid to France as part of the cohesion policy for 2007-2013.
1. Purpose and aim of the programme

The strategic objective of the programme is to direct the region's system of production towards activities with high value-added by improving competitiveness and employment in a context of sustainable development.

The region of Alsace has decided to put innovation, sustainable development and regional competitiveness at the heart of its strategy for regional development.

The Operational Programme is centred on five priorities:
Priority 1: Innovation and entrepreneurship within the European area [about 31.1% of total investment]
The aim of this priority is to develop and improve regional structures for innovation by fostering interaction between public and private operators. It thus aims to generate more innovative and competitive economic activities by:
Priority 2: Developing the region's economic appeal and competitiveness [about 32.8% of total investment]
The aim of this priority is set up a network of centres of expertise to stimulate the vigour and competitiveness of Alsace. This will involve new areas of expertise, especially technological, but also skilled human resources and the development of synergies among the various operators concerned.
The aim is threefold:
Priority 3: Exploiting the potential of the environment [about 22.5% of total investment]
Alsace has a rich and varied natural heritage, the continued existence of which is however greatly threatened. To combat this there is a need:
Priority 4: Boosting the appeal and cohesion of towns in the region [about 11.9% of total investment]
The aim of this priority is to enhance the appeal of urban areas in Alsace compared with elsewhere and to strengthen their internal cohesion and solidarity by introducing novel strategies for sustainable urban development. Community aid will be geared to financing integrated projects of not less than 5 million euros, selected by means of calls for proposals and intended to respond to the serious economic, social and environmental problems of urban areas in large towns.
Priority 5: Technical assistance [about 1.7% of total investment]
Technical assistance allows the co-financing of management, monitoring, assessment, organisation, information and communication activities.
