Operational programme 'French Guiana'

Programme under the 'Convergence' Objective, co-financed by the European Regional Development Fund (ERDF)

On 29 November 2007, the European Commission approved an Operational Programme for the French Guiana overseas department (France) for the period 2007-2013.

This operational programme comes under the ‘Convergence' Objective and has a total budget of around EUR 644 million. The financing provided by the European Union under the European Regional Development Fund (ERDF) is around EUR 305 million (including EUR 48.3 million under the specific allocation 'additional costs' arising from the region's remoteness combined with other disadvantages), representing some 2.1% of Community contributions for France under the 2007-2013 cohesion policy.

Guiana has atypical geographical and demographic characteristics. It is the largest French department in South America . It is difficult to develop this region, which is lagging behind in its basic infrastructures due to maintenance costs that are higher than anywhere else.

The strategy of the Operational Programme is based in particular on :

  • the regional challenges highlighted by the diagnosis and analysis of the region’s potential, on the one hand;
  • and, on the other hand, the Community Strategic Guidelines and the national strategic framework, which set out the principles for the allocation of Community funding.

2. Expected impact of the investments

The key targets are in particular:

  • increasing research and development (R&D) expenditure;
  • increasing high-speed Internet connections;
  • reducing regional greenhouse gas emissions;
  • increasing the share of renewable energies in energy production;
  • increasing the number of households with drinking water supply;
  • increasing school enrolment levels;
  • increasing the number of jobs created.

3. Priorities

The European Commission decision adopting the operational programme for Community assistance from the ERDF under the 'convergence' objective in the French Guiana region is the result of discussions and negotiations between the European Commission and France. The strategic priorities chosen are as follows:

  • accelerating economic development and targeting competitiveness;
  • promoting employment and social inclusion;
  • pursuing regional planning and increasing the attractiveness of the region.

Guiana thus demonstrates in its draft operational programme a strong determination to refocus its assistance on economic development.

A detailed description of its strategic priorities makes it possible to estimate the share of Community funds allocated to the Lisbon Strategy’s priorities at approximately 56.1% for the ERDF and 66.2% for the ERDF and European Social Fund (ESF).

The operational programme has nine priorities:

  • developing very high added value and innovative potential;
  • strengthening the current economic fabric and targeting development through the internal market;
  • opening up the region;
  • offsetting the additional costs arising from the region's remoteness and other structural disadvantages;
  • strengthening economic governance;
  • ensuring sustainable development in an exceptional environmental context;
  • ensuring a balanced development of the region by promoting the development of outreach activities;
  • improving the quality of life;
  • guaranteeing universal access to education;
  • providing technical assistance.
