Operational Programme 'Picardy'
Programme under the 'Regional Competitiveness and Employment' Objective co-financed by the European Regional Development Fund (ERDF)
On 17 October 2007, the European Commission approved an operational programme for the Picardy region in France for 2007-2013.
This operational programme comes under the 'Regional Competitiveness and Employment' Objective; its total budget is over EUR 692 million. The financing provided by the European Union under the European Regional Development Fund (ERDF) is more than EUR 201 million, representing some 1.4 % of Community contributions for France under the 2007-2013 cohesion policy.
1. Purpose and aim of the programme

This programme aims primarily to encourage the involvement of the Picardy regional economy in the promotion of knowledge and innovation.
Sustainable development, and in particular energy management, are at the heart of the regional development strategy for Picardy and, therefore, of the operational programme.
Emphasis will also be placed on incorporating territorial cohesion and the accessibility of the region as key factors of solidarity-based development.

The operational programme has four priorities:
Priority 1: Competitiveness, innovation, and knowledge-based economy [approx. 50.1 % of total investment]
This priority forms part of a regional innovation strategy, which aims, in particular, by complementing all the innovative methods and practices, to strengthen and promote:
This strategy may be supplemented or amended in the light of the results of the diagnosis that will be carried out in the near future at national level by the Ministry of Finance, Economy and Employment. It will finish at the end of 2007 following the study on the "levers of innovation," conducted jointly by the State and the region and completed in June 2007.
Priority 2: Sustainable development [approx. 22.2 % of total investment]
This priority is based on the regional partnership premise that competitiveness and sustainable development no longer conflict, and the idea that sustainable growth incorporates the limits of natural resources and seeks to protect the environment, which is itself a factor in the quality of life and in the attractiveness of the region.
The actions envisaged therefore focus, not only on energy and environmental management and clean technologies, but also on the prevention of natural hazards and the conservation of biodiversity.
Priority 3: Regional cohesion and accessibility [approx. 25.6 % of total investment]
This priority aims to exploit the potential of all the territories by creating positive dynamics. It also aims, through specific measures, to improve the region's internal cohesion by enhancing the attractiveness of certain territories, namely disadvantaged urban areas, regions with problems and remote rural territories.
Priority 4: Technical assistance [approx. 2.1 % of total investment]
This priority aims to provide support for the implementation of an effective management, monitoring and control system, which will also make it possible to evaluate the programme and its projects and to handle the communication and promotion of the programme and the operations carried out.
