Operational Programme 'Research, Development and Innovation for and by Enterprises - Technology Fund'

Programme under the Convergence and Regional Competitiveness and Employment Objectives, co-funded by the European Regional Development Fund (ERDF)

On 7 December 2007, the European Commission approved the Multi-regional Operational Programme “Research, Development and Innovation (R&D&I) for and by Enterprises – Technology Fund”. The Programme engages Community support in all Spanish regions within the framework of the Convergence and Regional Competitiveness and Employment Objectives.

The Programme’s total budget is approximately €3.3 billion and includes Community investment through the European Regional Development Fund (ERDF) of some €2.2 billion, which represents approximately 6.2% of the total EU investment earmarked for Spain under the Cohesion Policy for 2007-13.

1. Aim and purpose of the programme

In the coming years, the EU’s economic and employment policies will continue to be targeted towards meeting the objectives of the revised Lisbon Strategy for growth and jobs. Thus, EU Member States have been called on to carry out the reforms they have been committed to under the Lisbon process.

The Operational Programme seeks to create an instrument enabling the transition from infrastructure-based ERDF programming towards specific investments in innovation to the benefit of small and medium-sized enterprises, which are the economic backbone of the Spanish economy.

2. Expected impact of investments

Gross domestic expenditure on Research and Development (R&D) is expected to increase on average in Spain in the coming years from around 1% to 2.5% of Gross Domestic Product (GDP). Within this framework, the Technology Fund Programme will support the coordination and governance of public policies supporting R&D&I at regional level, with a particular focus on regions lagging behind the national average in terms of R&D and innovation effort. The investments are expected to result in 17084 R&D&I projects, as well as the creation of 15 R&D&I centres and 615 jobs.

3. Priorities

The global objective of the Operational Programme is to increase the competitiveness of the Spanish economy by the end of the programming period, bringing the innovation performance of the industry and services sectors closer to the level of the leading industrial EU Member States.

The Programme is structured along the following priorities:

Priority 1: Development of the Knowledge Economy (R&D&I: Information Society and ICTs) [approximately 85.6% of total funding]

The main aims under this priority include improving physical plant, instrumentation and high-speed computer networks linking research centres, and developing centres of competence in specific technologies. There will also be technology transfer and improved cooperation networks between small and medium-sized enterprises (SMEs), and between these and other businesses and educational establishments, regional authorities, research centres and scientific and technological poles. SMEs will also receive assistance targeted at Research and Technology Development (R&TD), including access to R&TD services in research centres.

Priority 2: Technical Assistance and Reinforcement of Institutional Capacity [approximately 1.0% of total funding]

This priority will provide support in terms of preparation, implementation, monitoring and inspection of the Programme and its activities.

Priority3: Knowledge Economy and Entrepreneurial Development and Innovation [approximately 13.3% of total funding]

Advanced support services will be provided to firms and groups of firms. SMEs will also benefit from assistance in promoting environmentally-friendly products and production processes. Investments will target firms directly linked to research and innovation (innovative technologies, new firms established by universities, existing R&TD centres and firms, etc).

Priority 4: Technical Assistance [approximately 0.1% of total funding]

This priority will provide support in terms of evaluations and studies, and information and communication activities connected with the Programme.
