Operational Programme 'Technical Assistance'
Programme under the Convergence and Regional Competitiveness and Employment Objectives, co-funded by the European Regional Development Fund (ERDF)
On 27 December 2007, the European Commission approved the “Technical Assistance” Operational Programme for the Czech Republic for the period 2007-13. The Operational Programme falls within the framework laid out for the Convergence and Regional Competitiveness and Employment Objectives and has a total budget of around €292 million. Community investment through the European Regional Development Fund (ERDF) amounts to some €248 million, which represents approximately 0.9% of the total EU investment earmarked for the Czech Republic under the Cohesion Policy for 2007-13.
1. Purpose and aim of the programme
Compared with 2004-06, the programming period 2007-13 heralds an increase in the number of Operational Programmes for the Czech Republic and a rise in EU financial allocation. Implementation will require a greater focus on the following issues: economic growth, the knowledge economy, and innovation and employment. In turn, Programme processes will require good management, coordination, evaluation and monitoring. The programme’s global objective is to strengthen and improve the management, coordination and monitoring of programmes that are co-financed by EU funds.
2. Expected impact of the investment
The programme should reduce administrative procedures [related to the implementation of EU Programmes by up to 20%. Meanwhile, the number of people employed to implement the Cohesion Policy in the Czech Republic should increase from the current 132 to 345 in 2015.
The programme is structured around the following priority axes:
Priority 1a: Management and coordination assistance – Convergence Objective [approximately 10.3% of total budget]
Priority 1b: Management and coordination assistance – Regional Competitiveness and Employment Objective [approximately 0.16% of total budget]
A significantly high number of EU-financed Operational Programmes are now running in the Czech Republic compared to previous programming periods. Consequently, there is a greater need for good-quality coordination and management practices. As EU funding grows, regional administrative structures will have to be established to manage the Programmes. Delivering effective management and coordination assistance should prevent problems occurring, or at least minimise their impact.
Priority 2a: Monitoring – Convergence objective [approximately 19.7% of total budget]
Priority 2b: Monitoring – Regional Competitiveness and Employment Objective [approximately 0.32% of total budget]
To comply with EU regulations, managing authorities and monitoring committees are responsible for the quality of assistance provided to each operational programme. A new integrated monitoring system will be developed to monitor, manage and evaluate Programme activities. The system will be used by managing authorities and other bodies involved in the implementation of Operational Programmes.
Priority 3a: Administration and absorption capacity – Convergence Objective [approximately 41.2% of total budget]
Priority 3b: Administration and absorption capacity – Regional Competitiveness and Employment Objective [approximately 0.67% of total budget]
Good levels of administration are necessary to ensure that formal procedures are properly applied and that absorption capacities can be met. In addition, funding must be spent in compliance with the principles sound financial management.
Priority 4a: Publicity – Convergence Objective [approximately 27.3% of total budget]
Priority 4b: Publicity – Regional Competitiveness and Employment Objective [approximately 0.45% of total budget]
The focus here is on the coordination of information and publicity relating to the implementation of the Cohesion Policy. The aim is to deliver comprehensive and accurate information. A cooperation platform for publicity and information will be established for organisations involved in Programme implementation.
