Fast Track Networks

  • are key delivery mechanisms for the "Regions for Economic Change" (RfEC) initiative introducing new ways to dynamise regional and urban networks in EU Regional Policy, test innovative ideas and enable a rapid transfer into the Convergence, Regional Competitiveness and Employment, and European Territorial cooperation programmes;
  • are capitalisation projects with a focus on mainstreaming, i.e. actual translation of good practice into regional policies and programmes;
  • focus on one or several of the 30 priority themes identified in the Staff Working paper that accompanied the Communication on Regions for Economic Change (COM/2006/675);
  • actively involve Managing Authorities (MAs) of relevant ERDF, ESF and Cohesion Fund Programme(s);
  • deliver dedicated Action Plans with the aim to impact on the strategic content of programmes and to leverage concrete follow-up investments;
  • are assisted by the European Commission services by, among others, providing information on relevant EU policy priorities and issues and examples of additional good practice for policy learning, and monitoring the quality of the peer-review process, content of good practice transfer and the involvement and commitment of the MAs.

In the current programming period the Commission has granted the ‘Fast track’ label to 21 interregional network projects, funded by the INTERREG IVC and URBACT programmes. Please note that the existing Fast Track Networks do not cover all of the 30 themes, suggested above as the award of the Fast Track label was based on competitive calls and a competitive selection procedure, following a set of assessment questions to evaluate their quality and commitment to policy transfer.
