EU - Brazil

The European Union and Brazil face similar challenges in the global context –social polarisation, developments in the energy market and climate change and the urban-rural divide.

On 29th November 2007, the Commissioner for Regional Policy Danuta Hübner and Brazilian Minister of National Integration Geddel Vieira Lima signed a Memorandum of Understanding to set up a structured dialogue on regional policy with the objective to promote mutual understanding and bi-lateral cooperation in the field of regional policy and to establish communication channels to strengthen the exchange of information.

By launching co-operation with Brazil on regional policy, the Commission is following up on the commitment made in its Communication entitled: 'Towards an EU-Brazil Strategic partnership' (May 2007), in which regional policy was identified as an important area on which both sides can share information and experience.

The EU-Brazil regional policy dialogue focuses on policies aiming at territorial cohesion and social and regional inequalities reduction, on policies contributing to growth, competitiveness and employment, on experiences in setting up and implementing regional policy and organizing territorial development strategies, on governance and partnership issues and on planning and evaluation proceedings and methods.

The regional policy dialogue is a formal recognition of the fact that the European Union and Brazil share interests, ideals and aspirations; and that they face common challenges in balanced regional development.

Training programmes

First training programme, Brasilia, 25-29 May 2009

30 participants from Ministry of National Integration (Regional Development) participated in the training programme. It covered the following topics: Day 1 – Why a policy of European integration? The basic principles of EU integration policy today. Day 2- Project and programme approaches to integration policy: sources of finance. Day 3 – Management issues in EU integration programmes: monitoring, evaluation, financial control, communication policy Day 4 – Organising multi-level governance and partnership: examples of practice in the EU Day 5 – Conclusions and general discussion.

Second training programme, Brasilia, 15-17 September 2009

50 participants from different Ministries (MI and associated agencies, MP, SAE, Ministry of Civil Affairs, MDA, MDIC, MDS, MCidades,  MTur, MT, MAPA, MTE, MS, MEC, IPEA, BB, BNB, BASA, BNDES, Caixa, and the control agencies - TCU e CGU. The participants were selected among the executives and assistants of administrative units responsible for regional development plans, programs and projects or related areas, preferably the ones with interfaces with National Policy for Regional Development)

Third training programme, Foz de Iguazú, 17-19 November 2009

Course on procedures and monitoring systems techniques for regional policy, Brasilia, 11-15 April 2011
37 participants from different federal institutions (namely Ministries, Audit and Control institutions) participated in the course which covered the following subjects: methods and management systems, certification of expenses, internal and external audit.

Fourth training programme, Brasilia, 21-22 November 2011
The course was attended by around 45 Brazilian participants which came mostly from the secretaries and agencies linked to the Ministry of National Integration (SDR, SPR, SUDENE, SUDAM and CODEVASF), notably policy makers involved in the preparation of Phase II of the Brazilian National Policy for Regional Development, for which European Union experience is regarded as of particular value. The programme covered the following topics: Panel 1 – Introduction to EU regional policy: the basic principles, modus-operandi and main instruments; Panel 2 – Multi-level governance in EU regional policy and Panel 3 - Financing Regional Development in EU: access to Funds, selection of projects, monitoring and evaluation systems, financial control.

Study visits

Regional Programme Exchange

27 September - 4 October 2009, France, Germany, Italy, Portugal and Spain
Some 40 representatives from five Brazilian meso-regions (which are priority regions in Brazilian regional development policy) undertook one-week study visits to regions in France, Germany, Italy, Portugal and Spain. The European regions concerned corresponded to areas with expertise in sectors of particular interest to the Brazilian regions in the context of their regional development strategies. The visits represented a highly practical exposure to regional development challenges and solutions.

Second edition of the programme exchange for 35 Brazilian regional representatives (representing nine meso-regions) took place from 26 September to 2 October 2010 (Aquitaine, Carinthia, Comunidad Valenciana, Lombardia, Piemonte) including a study visit on the topic of cross-border cooperation (Galicia-Norte de Portugal and Upper Rhin INTERREG Programme)
