Strategy for the Outermost Regions: Achievements and Future Prospects This consultation was initiated by Commissioner Danuta Hübner on 12 September 2007, the same day the "Strategy for the Outermost Regions: Achievements and Future Prospects" (COM/2007/507final and SEC/2007/1112) communication was adopted. It is intended for the European institutions, Member States, the regions and all other parties interested in the future of these regions (local players, association representatives, unions, academics and researchers...). The consultation will close on 31 March 2008. The goal of the consultation is to promote reflection on the future of European strategy for the Outermost Regions. To this end, four (non-exclusive) themes have been identified as being of particular significance: climate change, demography and the management of migratory flows, agriculture and, EU maritime policies. Contributions can key off of the issues raised in the communication Contributions must be sent by electronic mail to: REGIO-CONSULTATION-COMMUNICATION-RUP@ec.europa.eu with the name and contact details of the sending institution clearly indicated. All contributions will be made public at the end of the consultation period. It should be noted that the European Commission will not translate any of the contributions received. It is therefore suggested that contributions be sent with translations or summaries in English, French or German. |

Growing Regions, growing Europe: Public Consultation on the future of EU Cohesion Policy This consultation was launched by Commissioner Danuta Hübner on 27 September 2007 during the "Fourth European Forum on Cohesion". It aims to collect ideas and contributions on the question of how the Union's cohesion policy should adapt to new challenges and how its delivery can be improved in order to maximise its impact in the future. The consultation is open until 31 January 2008. Contributions are expected from Member States, regions, cities, EU institutions, economic and social partners, civil society organisations, academics and citizens. They should be based on a number of questions (link to: new page with questions) which were published in the European Commission's Fourth Report on Economic and Social Cohesion and which are listed below. Contributions should be sent to this E-mail address: consultation-cohesion@ec.europa.eu clearly mentioning the name of the institution including contact details. All contributions (link to: new page as indicated below) will be made available to the public Please note that the European Commission will not translate contributions into other languages. It is therefore recommended that contributions are accompanied by translations or summaries in English, French or German. Cohesion policy and cities: the urban contribution to growth and jobs in the regions During the Informal meeting of ministers responsible for regional policy on 06 December 2005 in Bristol, United Kingdom, Commissioner Danuta Hübner presented a paper on “Cohesion Policy and cities: the urban contribution to growth and jobs in the regions”. The paper sets out an agenda for the promotion of a more integrated and strategic approach to urban development that can deliver more growth, jobs, social inclusion and improved environmental quality. The proposals are part of the Commission’s reform of cohesion policy for the 2007-2013 period. A public consultation on the Commission’s paper has been launched by that date and is open for contributions and comments until 17 February 2006. The results of this consultation will be published and inform the final version of the Community Strategic Guidelines for Cohesion, the document which will set the framework and future priorities for European funded programmes in the 2007-2013 period. Cohesion Policy in Support of Growth and Jobs: Community Strategic Guidelines, 2007-2013 As a first step in launching the discussion on the priorities for the new generation of cohesion policy programmes, the Commission published on 6 July 2005 draft Community Strategic Guidelines entitled “Cohesion Policy in Support of Growth and Jobs: Community Strategic Guidelines, 2007-2013” These programmes aim to promote balanced, harmonious and sustainable development throughout the EU and improve the quality of life of Europe’s citizens. The key test for programmes in future will be that of their contribution to growth and jobs in line with the renewed Lisbon agenda, which was agreed by the Member States meeting at the Spring Council in March 2005. Bearing in mind the limited resources available for cohesion policy programmes in the Member States and regions, the consultation is intended to help find a response to the following questions:
The results of the consultation exercise will help to shape the final version of the Guidelines to be communicated by the Commission to the Council. The Commission therefore invites all relevant stakeholders to participate in this consultation exercise and would welcome comments before 30 September 2005. |

Practical guide to communication on the Structural Funds 2000-2006 This document was developed by the Commission in collaboration with the informal working group, Structural Funds Information TEAM (SFIT). It has already been the subject of an initial consultation with those responsible for information activities in the Member States, who have access to a SFIT space created on the CIRCA platform, which is within the Europa website. DG Regional Policy now wishes to open this consultation to all those in charge of Structural Funds information activities. Participants are invited to submit observations on the text As a reminder, this practical guide is a dynamic tool which will be continuously enriched thanks to examples of good practices undertaken within the various programmes. These examples can be proposed as they develop. The deadline for the consultation does not apply to these examples. |

Guidelines on criteria and modalities of implementation of structural funds in the electronic communications sector In the context of the mid-term review of structural funds interventions, the Commission intends to prepare some guidelines, which aim to help regions in the appraisal and selection of investment projects relating to electronic communications within their co-financed programmes. These guidelines set out some general criteria and modalities for the financing of electronic communications infrastructure, with particular emphasis on broadband networks. Dialogue with associations of local and regional authorities In the context of the follow-up on the White Paper on European Gouvernance, the Commission intends to prepare a Communication during the first half of a 2003, which provides the framework for dialogue with associations of local and regional authorities and outlines the objective of, and the procedure for this dialogue. In order to prepare this Communication, the Commission presents a number of essential principles in this working paper, which define its relationship with associations of territorial actors and managers and the scope of this dialogue. The Commission wishes to encourage all interested parties, and in particular European associations of local and regional organisations, to submit their observations on this working paper and to avail of the opportunity to express their own views and to read the contributions of other actors. |

With this policy, the European Union helps promote the adjustment of regions whose development is lagging behind, the conversion of areas facing structural difficulties, the diversification of rural areas affected by agricultural decline and the regeneration of urban areas in decline. But are the results really worth the amounts invested? Should there really be solidarity measures at European level? Should it be stepped up in an enlarged Union? What priorities should be set ? |
