Public Procurement in EU Structural Funds and EAFRD implementation

Conference Outline:

In the current times of financial and economic crisis it is more important than ever for bodies involved in EU funds administration to manage funds effectively, efficiently and in compliance with the law.

The use of EU funding has to not only comply with the fund specific regulations but also with those of public procurement. The correct application of procurement law is very complex and both national and EU procurement legislation have to be respected. So far experience shows that public procurement rules infringement is one of the most frequent sources of irregularities in EU funded projects, and financial consequences can be considerable.

Therefore, it is of utmost importance to ensure that all bodies involved in EU funds implementation are familiar with the requirements of the procurement legislation.

The seminar will aim at increasing awareness in the area of public procurement, specifying the most risky elements and frequent errors and deficiencies, as well as informing on new developments in this area.

Speakers: representatives from the European Commission's DG for Regional and Urban Policy, DG for Internal Market and Services, DG for Agriculture and Rural development and DG for Employment, Social Affairs and Inclusion, and representatives from the Baltic States.

Target audience: managing authorities, certifying authorities, audit authorities, implementing bodies, beneficiaries and public procurement offices.

The seminar will be held mainly in English. Interpretation to/from Estonian, Latvian and Lithuanian will be available.
