Programme of events at the Meeting Place
(17 June 2011) Together with services of Committee of the Regions, more than 20 regions and cities and 20 companies, European business associations, PPP expertise centres and financial institutions take part in 37 seminars and networking sessions. Details of the Meeting Place seminars can be found in the preliminary programme. The on-line registration for participating in the Meeting Place events will open 6 July as part of the full OPEN DAYS programme.
The Meeting Place 2011
Held at the headquarters of the Committee of the Regions 11-13 October during the OPEN DAYS week, the Meeting Place will present a series of events focusing on Public-Private-Partnership (PPP). The programme this year consists of 37 workshops.
Within the programme of workshops, more than 65 PPP case studies from 19 countries will be presented.
Many of the PPP projects will come from regions and cities. Examples of regions and cities taking an organising role in Meeting Place include East Netherlands, Mecklenburg-Vorpommern, Lisbon & Tagus Valley, Castilla y Leon, Upper-Rhine Metropolitan Region, Marche Region and the cities of Antwerp and Sofia.
Other workshop organisers are companies and financial institutions such as GE, Vodafone, Cisco, Philips and the European Investment Bank as well as large associations like BusinessEurope, EnergyCities, Eurisy and European Federation of Bottled Water. Also the European PPP Expertise Center (EPEC) will host a workshop.
Included in the Meeting Place programme are also several events organised by various commissions of the Committee of the Regions and the political groups (PES, EPP, ALDE).
The majority of the workshops are accompanied by a networking session at a designated area near the workshop venue. Once the regular workshop is over the participants will be invited to this area for bilateral talks, informal networking, further presentations etc.
The Meeting Place also this year features the Meeting Place Café, VIP rooms (which can be reserved for bilateral meetings), the OPEN DAYS Media Centre (with TV studio) and a large area for receptions hosted by the event partners.

PPP in the EU
Statistics at EU level on PPP above the value of EUR 5 million confirm that:
- over the last 20 years, more than 1,300 PPP contracts were signed in the EU, representing a capital value of more than EUR 250 billion;
- the figures include some 350 new projects with a value of almost EUR 70 billion having reached financial close since the beginning of 2007;
- due to the financial crisis, the value of annual PPP transactions fell between 2007 and 2009 by 50%.
The PPP market in EU is dominated by projects implemented in the UK but continues to slowly diversify across countries. Between 1990 and 2009, the UK accounted for some two thirds of all European PPP projects followed by Spain (10%) and France, Germany, Italy, and Portugal all representing 2-5%, respectively. Estimates suggest that PPP represent over the last decade not more than 4% of public investment on average and reach 10-15% in the UK.
Last years’ data indicate that the number of new PPPs have developed from the traditional transport sector to investments in education, health and environment while the value remains dominated by transport projects. Diversification trends can be observed across countries including a significant development of PPP markets and regulation in France, Germany, and Spain. Many member states, in particular the ones that accessed the EU after 2004, have only limited experience with PPPs.
