Call for papers

Through this call for papers the European Commission’s Regional Policy Directorate-General invites experts in the field of regional development and the management of Structural Funds to send contributions to be presented during the “OPEN DAYS 2007 - European Week of Regions and Cities” between 8 and 11 October in Brussels. The objective is to select about 100 speakers for a series of 40 workshops, which will be part of the OPEN DAYS 2007 programme. Due to the delivery of the cohesion policy programmes 2007-2013 by that date, this year's event will be organised under the headline “Making it Happen: Regions and Cities Deliver Growth and Jobs”. Therefore, priority will be given to contributions from Structural Funds managing authorities and implementing bodies without excluding speakers with a different institutional background.

Proposals for contributions should focus on one of the following themes:

(1) Attracting investors: Regions and cities show how it works;
(2) Proximity matters: Clusters and regional development;
(3) Spending it wisely: Public-private partnerships and financial engineering;
(4) Crossing borders: Networking and best practice supporting growth and jobs;
(5) Checking delivery: How the new programmes are implemented

In a special section of the programme, a series of workshops and seminars on the international dimension of regional policy will be held, involving authorities from third countries and international organisations.

Interested persons are invited to fill in this form before 28 March 2007, 12:00 (CET), and to include a short abstract of their suggested contribution. The European Commission will base the final selection on the quality of these abstracts and the expertise of the speakers.

On 22 April 2007, the selected speakers will be finally informed and invited to present their contributions during the OPEN DAYS together with other speakers from different Member States and regions. The workshops will be held between 9 and 11 October in Brussels. Each of them will last two hours and half of the time will be dedicated to discussion. The expected audience will on average consist of 100 experts in the field of regional development, such as Structural Funds’ managing authorities, European institutions and associations in the field. European Commission officials will usually chair the workshops.

The language used will be most of the time English. Due to limited resources, interpretation will only be available for a number of workshops and languages. The final workshop programme of the OPEN DAYS 2007 will consist of another 40-50 workshops, which will be organised under the responsibility of about 200 regions and cities, and other business, banking and civil society organisations.

The European Commission will cover the travel expenses and accommodation costs of the invited speakers and offers organisational support through the Conference Secretariat. No other fees will be paid.

The speakers’ final contributions (power-point presentations and/or articles) will have to be sent before 13 August 2007, 12:00 (CET).
