  • Sustainable Recovery? Rebalancing, Growth, and the Space Economy.

    Description: This conference provides a platform on which to address the new economic order and its spatial manifestations. The world has seen a series of shifts in socio-economic relations over the past decade, which has picked up pace since the global financial crisis of 2008, particularly in relation to the complex inter-related processes of industrialisation, urbanisation, and regional and local development. Is the mediation between economic logic and political institutions leading to new patterns of economic activity at a local, regional, national and global level?

    The 21st Century has been an era of devolution, predicated on ‘realising’ place-based assets and assembling these as the building-blocks of agglomeration for a new brand of local and regional economic development. On the one hand, political devolution has happened through constitutional change (see Spain and current events in Scotland), and on the other hand, economic devolution has occurred through the explosion of state rescaling. City-regions are the outlet for some of this thinking. In the context of urban and regional austerity, post-crisis, politicians and policy-makers argue this is a more ‘balanced’ approach to growth than past interventions. Crisis in the Eurozone though is having highly differentiated impacts, with some places benefiting, while others have seen a worsening of problems. These outcomes appear complex, and relatively unpredictable, challenging prevailing narratives of places and their future. This begs the question as to whether recovery is sustainable and/or is spatially selective growth occurring at a cost?

    This Regional Studies Association Winter Conference 2014 presents a timely opportunity to discuss these issues, to establish the need and nature of future research imperatives, and to address the concerns and challenges confronting policymakers and practitioners. The conference organisers are keen to attract papers and sessions which address a broad research and policy agenda, including contributions from any discipline which can offer relevant insights associated with the remaking of the world space economy and its shaping of our cities and regions.

  • The new European Urban Agenda - XIX Conference on the EU

    Description: The International Relations Directorate of Barcelona Provincial Council annually organizes a Conference on the European Union. The aim of this conference is to promote a forum for political debate around key European issues and their impact on local governments. The challenges, opportunities and role of municipalities in Europe are the focus of this discussion. In this nineteenth edition, we will discuss the new European Urban Agenda.

    The European Commission has acknowledged, for many years now, that European cities are vital to respond to global challenges and implement the EU Agenda for growth Agenda by 2020, and calls for a more unified approach in relation to urban policy.

    The recent reform of EU regional policy has encouraged its urban dimension; thus, it is expected that over half of the European Regional Development Fund investments for the period 2014-2020 will be carried out in cities and urban areas. Furthermore, Member States are required to invest at least 5% of funds in to integrated and sustainable urban actions.

    Given that more than two thirds of Europeans live in cities, it is essential to give more prominence to European cities and a strategic place for the Urban Agenda in the EU decision-making process. Local governments should be involved in the achievement of Europe 2020 strategy objectives for smart, sustainable and inclusive growth, providing a territorial dimension and their knowledge of local needs. Therefore, they should be directly involved in the definition of European priorities and programmes; in the words of the former Commissioner for Regional and Urban Policy, Johannes Hahn, "Cities of tomorrow are the Europe of tomorrow".

    This conference aims to discuss and explore ways to give cities a greater role in European politics, to ensure that their needs are better understood and policies are better coordinated. The discussions are intended to highlight the fundamental role that cities can play in achieving broader European objectives such as combating climate change, unemployment and social exclusion.

    The conference will feature local and international speakers from various fields, including political representatives, European institutions, journalists, academic experts and members of municipalities.

  • 14th FEMIP Conference - "Tools for growth: Driving investment in the Mediterranean region"

    Description: The event will provide an overview of the financial tools available to the Mediterranean countries, where both financing and technical expertise are needed to move forward with projects and investments.
    The conference will be split into four discussion-based sessions, allowing delegates to interact with key figures to gain a better understanding of the opportunities for investment in the region. A high-level panel on strategy in the opening session will be followed by three thematic sessions addressing core development finance activities: lending, blending and advising.   • Evaluation and Monitoring of EU Structural Funds programmes, 2014-2020: 2-stage seminar

    Description: This is a 2-stage seminar. Day 1 is optional. Stage 1 (Day 1) will deal with the essentials: the Evaluation Cycle, evaluation terminology and basic monitoring tasks, as well as looking at the basic methods used for conducting ex ante programme evaluations, evaluations during the programming period and ex post impact assessments of projects and programmes. It will consider the subject of quantifying programmes by generating indicators for projects and programmes. There will be exercises with indicators, priority-setting, specific objectives and result indicators and employment creation.
    Stage 2 (Days 2 & 3) assumes that participants have the background knowledge of methods and concepts covered in Stage 1. There will be a recap of the essentials and a look at the Europe 2020 context for programming and evaluation activity. There are keynote speeches from the European Commission and expert consultants in the field. The European Commission will describe their new monitoring and evaluation conceptual framework and what they see as the particular challenges for Member States in the current and the next programming period. Other areas of focus will be on: favoured best practice techniques in evaluation, including theory-based and counterfactual evaluations; key issues for ex ante, ongoing and ex post evaluations; the practical application of technical concepts; ex ante project appraisal techniques (with a basic introduction to cost-benefit analysis). We look at measuring job creation for the ESIF Funds and the difference between gross jobs and net jobs, deadweight, displacement, multipliers. There will also be an exercise on using benchmarks for setting targets and financial allocations for the performance framework.

    Description: EU Member States are currently preparing their evaluation plans and making efforts to enhance their evaluation and monitoring systems to carry out evaluations that effectively contribute to an improved new round in 2014-20.   • International Tenants Day - Tenants Empowerment and Responsible Housing

  • KARIM – Boosting the competitiveness of innovative SMEs in Europe

    Its new guidance book, ‘Responsible Innovation in the context of the KARIM project’, proves there is competitive advantage by innovating using new technology from universities in a way, which considers the impact of innovation on society, groups within it and the environment. Such is the evidence that the EU has invested in KARIM to encourage wider adoption of responsible innovation.

    Organised as a part of the European SME Week, this one-day event will showcase and evaluate the projects achievements across three areas of activity:

    Complementing the guidance on Responsible Innovation, the project has conducted transnational research to answer a series of questions related to SME & labs international cooperation: How do SMEs build cooperation in KARIM regions, how do they prepare to go international, what is the available support in their jurisdictions? What is the role of spinoff in technology transfer in the several KARIM regions and their experiences in the technology transfer from academia to industry?

    In just over two years, KARIM has proven the value of transnational cooperation between academia and innovation support organisations to foster cross border partnerships between labs and SMEs.

    Description: On September 19, to coincide with the Ocean City Festival and the new round of European funding programmes, the city of Plymouth and Plymouth College of Art are hosting a meeting between stakeholders across the European Atlantic Sea Board, linked to the Creative and Cultural Industries.

    Plymouth is establishing itself as more of a European hub for business and visitors, through which the creative sector will play an important part. Yet, there still remains a lot to be learned from other cities that have been successful in communicating their cultural offer and using culture and creativity as a platform for not only increasing quality of life and well-being, but also for “hard growth” and investment from the business community to ensure better and more evenly distributed prosperity.

    Looking to the Conference of Atlantic Arc Cities for inspiration, Plymouth College of Art will play host to a conference on Creative Cities in the Atlantic Area, to learn from each other, share best practice and form closer links for mutual benefit, both culturally, as well as socio-economically, through collaborative projects.

  • European research and mobility grants for european studies Charles V European Award - José Manuel Durão Barroso from the European Academy of Yuste Foundation "History, memory and European integration from the point of view of EU transatlantic relations"

    Description: The European Academy of Yuste Foundation announces its European Research and Mobility Grants for European Studies ‘Charles V European Award-. José Manuel Durão Barroso’ and its ‘VII Summer Doctoral Seminar in Contemporary European Multidisciplinary Studies’ with the academic support of SEGEI (Socio-Economic Governance and European Identity) Research Network, and the University of Estremadura to take place at the Royal Monastery of Yuste (Extremadura, Spain) in the second semester of 2014. The grants are supported by the European Commission through the Europe for Citizens European Programme.
    To qualify for these grants candidates should be European or American students in the process of writing a Ph. D. dissertation in history, political sciences, economics, law and other disciplines of human and social sciences, as well as other scientific fields, on the topic of “History, memory and European integration from the point of view of EU transatlantic relations”. Candidates should not have obtained a similar Charles V Award grant from the European Academy of Yuste Foundation or from the SEGEI Network in previous editions.
    The grants for of the European Academy of Yuste Foundation are aimed at supporting the necessary research to prepare the contribution to be submitted at the summer doctoral seminar, the researchers’ travel to participate in the seminars organised in the framework of the this grants edition, and to publish the final version of their contributions.

    Registration Information: Applications for a Charles V European Award - José Manuel Durão Barroso grant can be submitted, by the 30th June 2014,to the address on the application form, which is available in Spanish,French and English on the web page of the European Academy of Yuste Foundation.

  • Atlantic ports and Cities: Stakes 2014
