On 22 June 2009, the European Commission and the Czech Presidency organised a joint seminar to discuss the findings and recommendations of the report prepared by Fabrizio Barca ("An agenda for a reformed cohesion policy") with Member States experts.
The seminar comprised four small-group workshops, each with about 15 participants, moderated by a Commission representative and each with an external expert providing input. A set of guiding questions was prepared for each workshop. The results of the different workshops were debated in a plenary session. On the basis of the general debate and the summaries of the four workshops the attached synthesis paper was prepared.
