Article 10 of the European Regional Development Fund (ERDF - Regulations (EC) No.4254/88 and 2083/93 provides for a community contribution to the funding of pilot projects to encourage experience sharing and co-operation on development between regions of the European Community. On June 1995 the Commission laid down the new guidelines for the second set of actions for the period 1995- 1999. 
On April 24th. 1996, the European Commission published in the Official Journal of the European Communities the call for proposal No.96/c 119/08 of the TERRA Programme. 
As a result of the selection phase, 15 projects covering 13 member states were selected for funding during the period 1997 to 2000. 
Each project forms a network of a small number of local authorities and partnerships in the European Union who share specific geographical and/or structural features which have been classified in one of the 5 following thematic areas 

  • Coastal areas 
  • River basins 
  • Areas suffering from erosion or desertification 
  • Rural areas to which access is difficult 
  • Areas with endangered natural and cultural assets 
The Directorate General , Regional Policy, Unit B.1, is in charge of managing the Programme.
