How are programmes implemented ?Whether initiated at the national
or Community level, all programmes part-financed by the Structural Funds are put
together by the appropriate authorities in the Member States. Once approved and
adopted by the Commission, they are then implemented by the managing authorities
appointed for each programme by the Member State. The financing allocated
to each programme allows projects to be implemented on the ground. The managing
authority details the eligible measures in a programme supplement. This body is
also responsible for selecting projects.
Implementation of the measures and projects is supervised by the Monitoring
Committees, which are made up of representatives of the regions, the Member
State, the responsible bodies and the Commission. These Committees oversee
the implementation of the programmes on a regular basis and set guidelines
where necessary.
