IPA Regional Development projects

As part of an operational programme IPA assistance may finance major projects. In accordance with IPA implementing regulation, the total cost for a major project for the 2007-2013 period must exceed 10 M€.

IPA implementing regulation does not restrict major projects only to the programmes supporting the environment infrastructure and transport infrastructure. An operational programme supporting regional competitiveness may also include major projects.

All major projects are subject to an ad hoc Commission Decision and must be submitted following template for the environment, transport and regional competitiveness to the DG Regio by the relevant Operating Structure for approval.

In case of projects below the 10 M€ threshold tasks related to the appraisal of applications for assistance are entrusted to the European Commission Delegation in the beneficiary country, in coordination with DG Regio geographical unit.

Examples of projects in Croatia, Turkey and the former Yugoslav Republic of Macedonia.

Panorama On-line: Regional Policy and Enlargement

Developing close relationships with countries seeking to join the European Union is of the utmost importance. The Instrument for Pre-Accession Assistance (IPA) is a new facility aimed at assisting candidate countries and potential candidate countries to better understand how the Union works, and adapt national policies, rules and regulations in preparation for membership. This edition of Panorama takes a look at two IPA components that are managed by the European Commission's Directorate-General for Regional Policy (DG REGIO): cross-border co-operation and regional development.
