Consultation relating to the working paper on "permanent and systematic dialogue with associations of local authorities on policy development"



Within the framework of the follow-up on the White Paper on European Governance and the reinforcement of its relationship with representative associations of regional and local authorities, the European Commission has presented a working paper outlining a number of essential principles aimed at underpinning its relationships with these associations of territorial actors.

The dialogue proposed, to which the Committee of the Regions should play an important role, aims at improving the procedure for preparing European policies which have an impact on the regions and the municipalities. It is proposed that this dialogue would relate to the annual programme of work of the Commission, and to important initiatives which have a strong territorial impact. In addition, the Commission proposes holding meetings during which Members of the Commission would present the main initiatives of the policies for which they have responsibility. With their agreement, the Commission will invite the Committee of the Regions to organise these meetings and to identify the associations concerned in each specific case.

By means of a public consultation on the Internet, which was opened on the 28th of March last, the Commission called upon all interested parties, and in particular European associations of local and regional authorities, to submit their observations on this working paper.

All the contributions that were formally addressed to the Commission are included below in their original form. The richness of these contributions, which are currently being examined in more detail by the Commission departments, constitutes an important input to the development of a Commission Communication on this subject, the adoption of which is envisaged at the end of the summer.

Thanks to all the actors concerned with this debate, at European, national and regional level, for their enormous input into this consultation and for the quality of their contributions.
