INTERACT & ESPON:
Knowledge management of European cooperation programmes

This workshop will present the first results and draw some lessons from the first round of Fast Track projects approved in 2008. It will consider the current challenges of the process of capitalisation, and how the lessons learned can be beneficial for wider audience, in order to better serve the objectives of regional policy.

Finally, it will present the first outcomes of a pilot action decided by the Monitoring Committee on the programme sub-theme ‘Innovation, Research and Technology Development’ (projects supported in this sub-theme will be the subject of a more detailed analysis).

This session will focus on the Local Action Plans which cities and Managing Authorities have been developing over the past two years.

The workshop plans to explore success factors in the conception, drafting and implementation of the Local Action Plans, looking at the concrete experiences of five active Fast Track Networks.

 

The workshop will focus on the present achievements made in the field of knowledge production and management within the ESPON and the INTERACT programmes.

In particular, the workshop will include practical examples in relation to the use and integration of data, maps and statistical analysis in relation to thematic fields which can be valuable working tools to ETC programmes. This may include the possibility of generating maps on selected themes combining thematic project priorities with economic, social and environmental indicators related to the same themes.

Re-using brown fields for innovation and sustainable growth

While the sustainability of the economic model prior to the 2008 financial crisis is in question, the urgency for the EU to move towards a low carbon and resource efficient economy is widely recognised.

The workshop aims to update on recent policy developments to promote sustainable energies, as well as to share good practices regarding how regions have taken a proactive approach to ensure their sustainability through these energy sectors. Given the fact that 71% of population live in cities and 70% of CO2 emissions are generated there, examples of how cities tackle the challenge will be discussed.

In order to tap the full potential of the digital economy, regional policy should contribute to an ambitious European Digital Agenda. ICT has the potential to increase business competitiveness, deliver effective public services and promote social inclusion. In this sense, ICT uptake can increase SME productivity and stimulate innovation and creativity as well as making government services easier and more efficient to deliver. Moreover, digital inclusion and skills are necessary for tackling an inclusive social market economy throughout the Union, including remote rural areas.

This seminar intends to explore policy avenues and examples of good practice to tackle these challenges: "E-inclusion", "E-business" and "ICT uptake in rural areas.

Re-using urban brown field and contaminated landfill sites is socially, economically, environmentally and culturally important for the development of our cities and regions. Using this potential means contributing to sustainable growth and is a valuable alternative to urban sprawl. Within Cohesion Policy programmes, brown field re-development is an important, re-occurring topic which is often linked to innovation-based, economic objectives.

The workshop focuses on how cities and regions can successfully manage related challenges and develop projects to re-use abandoned urban industrial, military or port sites. The creation of partnerships for financing re-development activities and the coordination of land-use policies and EU funding will be important issues to be addressed.
