Interreg V-A - Sweden-Denmark-Norway (Öresund-Kattegat-Skagerrak)

Programme description

Main objectives

The cooperation programme addresses the most important cross-border challenges linked to the implementation of the Europe 2020 strategy in this dynamic cross-border region, which includes the metropolitan regions of Copenhagen-Malmö, Gothenburg and Olso as well as rural areas. It consists of two sub-programmes (Öresund and Kattegat-Skagerrak) formally functioning as one entity. The programme will contribute to a strengthened cross-border research and innovation system capacity, linking it more strongly to the EU and international systems. This includes the European Spallation Source (ESS) and the Swedish research facility MAX IV. Increased commercialisation of innovations and increased business participation in the R&I system are main objectives. The programme will contribute to green growth by increased production and use of renewable energy, by improving and extending distribution networks, by promoting innovation in renewable energy and by decreasing energy consumption in the public sector. In the area of connectivity, the programme will contribute to connecting transport corridors in Norway with the TEN-T network, mainly by complementing planned TEN-T projects. The connection between central and peripheral parts of the programme area will also be improved. Finally, the programme will contribute to employment and cross-border cooperation in micro enterprises, own businesses and new enterprises. It will also increase cross-border mobility through activities aiming at overcoming legal and other border obstacles and supporting qualifications assessment.

Funding priorities

The programme will focus on the following priorities: 

  • Strengthen R&D and innovation and increase applied research and innovation
  • Promote production and distribution of renewable energy
  • Promote energy efficiency and renewable energy use in the public sector
  • Support the TEN-T network with sustainable solutions
  • Promote employment through self-employment, in new companies and micro-enterprises
  • Increase cross-border labour mobility
  • Expected impacts

    • 1000 new researchers cooperating cross-border or internationally together with business in ÖKS areas of strength
    • 5% increase of R&D as share of regional GDP
    • 10% increase in production of renewable energy
    • 6% decrease in energy use in public buildings
    • 7% decrease in transport time by railway in relation to transport time by road
    • 91 800 newly employed in small companies
    • 3 550 new border commuters
