Programme description
Main objectives
The Programme aims to foster economic growth in North Rhine-Westphalia (NRW) and to contribute to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. It should create jobs and boost productivity, particularly in SMEs, reduce CO2 emissions in the region and support integrative concepts for sustainable urban development to promote the integration of disadvantaged groups in labour and education.
NRW broadly involves a number of actors from the economy, research, education and civil society in the implementation of the programme. Selected cities and regions will implement projects in the frame of integrated concepts with a verifiable impact for economic, social and ecological revitalisation.
NRW will continue its established approach to select projects through competitions to finance the best operations. The selection procedure will be transparent and the applications will be evaluated by independent experts.
Funding priorities
The Programme will focus on four main priorities:
- Strengthening of research, technological development and innovation
- Enhancing the competitiveness of SMEs
- Support for the efforts for a reduction of CO2 emissions
- Sustainable urban development / prevention
Expected impacts
On the basis of NRW's innovation strategy, innovative operations and targeted application-oriented research infrastructure will be supported and the transfer of knowledge be improved. In this frame, there will be funding for
- Ca. 480 enterprises in research and innovation
Through the reduction of administrative burdens, in particular for start-ups, and through the improvement of the conditions for the business environment and for growth, the economy in NRW will be fostered and better tailored to suit the needs of SMEs. The programme should induce the creation of
- 14,700 new jobs in the supported companies
In the frame of the law for climate protection in NRW, pilot and model projects for the reduction of CO2 emissions will be initiated and the expansion of climate-friendly technologies and energy efficiency be supported. The programme's target is to
- Reduce CO2 emissions by 260,000 tons
In line with NRW's prevention strategy, selected cities will be upgraded through economic, structural and ecological measures which will improve the participation and inclusion of disadvantaged persons in education, health care and employment. The programme will provide support for
20 integrated concepts with projects for the revitalisation of cities
