Title: BLUEWIN - The European Blue Sentinels Twinning Project
Summary
BLUEWIN is a town-twinning initiative addressing the opportunities and challenges of management and protection of water eco-systems. The overall objective is to improve the public use and sustainable management of water-ecosystem trough the active involvement of citizens, not only as end-users but also as co-managers, and stakeholders in decision-making. This issue was identified as cross-cutting and calling for network by partners, who, since 2013, regularly met, within the City-to-City cooperation (C2C) initiative of the Council of Europe (i.e. capacity building platform supporting local authorities to engage in networking initiatives, fostering the integration of CSOs instances).BlueWin addresses the above issues involving citizens as active ‘Blue Sentinels’, to:•promote a responsible use of water resources•engage in sustainable management•develop pilot EU volunteer actions for water eco-systems (to be adopted too by 47 CoE states)Thus, BLUEWIN:•enhances the sense of EU active citizenship•creates opportunities for LAs to engage their citizens at the EU level.BLUEWIN acknowledges above all the importance of citizens’ involvement for the construction of a more sustainable Europe. Active citizenship, however, is truly achieved only when civic engagement is in-built in policy-making (i.e. citizens’ feedback incorporated in policy tuning). To this end, in a week of activities in Zadar participants (LAs, CSOs, high-school and university students, citizens) engage in:•Workshops&Conferences – to learn about relevant EU and local policies and how to influence them•Awareness raising&beach cleaning activities – to experience social engagementultimately producing:•Guidelines for Blue EU Volunteering•Action Plan for civil society joint initiatives (i.e. Blue Volunteering Day - BlueVDay 2017)•Draft of a Friendship Agreement - to be signed at a later stage, as a follow-up of the project.CoE will contribute to BLUEWIN by ensuring financial and technical support.
