Train-Com: Developing Training Competence in IVET by Using Units of Learning Outcomes

Summary

The transfer and implementation of VET-policy guidelines from the European level all to way to VET practice requires targeted operationalisation involving the relevant local stakeholders. In an effort to identify the various developments in and approaches to competence-oriented VET in Europe and make them available to the training and teaching staff in business enterprises and educational institutions, the Forschungsinstitut Betriebliche Bildung [Research Institute for Vocational Education and Training] (f-bb), in collaboration with five partner institutions hailing from Austria, Czech Republic, Spain, the United Kingdom, and Italy, have collected good-practice examples of VET and compiled these examples in a multilingual, internet-based information and learning platform entitled www.train-com.de. The big advantage of internet-based learning platforms is that they can be integrated with comparative ease in situational learning and learning integral to work and business processes. The implementation of competence-based VET requires competences and a sensitive, qualified staff. Moreover, it implies a strict and structured relationship between training developed at the workplace, and basic skills and theoretical knowledge focused by VET schools. The TrainCom Learning Platform has been conceived and designed first of all to provide a common basis of discussion and learning for all the relevant actors in the field of VET. It aims at making them sensitive on the issues related to competence orientation. Moreover, it is addressed to in-company trainers, in order to make them aware of specific abilities needed for acting as coaches and facilitators.

Results

Description

The TrainCom Information and Learning Platform (www.train-com.de) provides information and inspiration to teachers, trainers and assessors in VET who are engaged in developing or redesigning programmes with a view to (a stronger) competence orientation. It has been developed within the European project TrainCom between partners from Austria, Czech Republic, Germany, Spain, Italy and the United Kingdom drawing on the expertise of two major automotive enterprises (Audi, Brose). The learning platform covers five phases of competence-based training. Each topic provides detailed information on the practical implementation supported by useful instruments and examples of good practice. The project TrainCom was realised in three phases:
(1) As a first step, the “Peer Review in European VET” method was used to achieve structured European Peer Learning. The results of this phase were summarized in peer review reports and country reports. In Germany, the Peer Review was conducted at Audi in Ingolstadt.
(2) During the second phase, a multilingual internet-based learning programme based on the information collected was developed, tested and evaluated for the training and teaching staff in VET.
(3) During the third phase, the results of the TrainCom Project were presented at a conference held in July 2015 at the premises of the company Brose in Coburg.
The key project results are available to a broader audience in the final publication and on the project’s homepage at www.train-com.de.

Description

The analysis report shows the current status of the learning outcome orientation in selected countries. It has been shown that the information VET experts need differ (trainers in companies, teachers in VET schools). In the Czech Republic and Spain, there is a interest in implementing accessibility for a work-based training. In Austria there is an interest in methods of competence assessment based on units of learning outcomes. The different needs are taken into account in the deveopment of the information and learning platform.

At the conference, which was carried out by German Research Institute for Vocational Education and Training (f-bb), approaches and examples of good practice for a competence-based training in Europe were presented. The conference included contributions by business companies (as VET providers), the European Commission (European Alliance for Apprenticeships), the National Agency (NA BIBB) and VET experts.

The internal evaluation activities are part of the quality assurance system of the project. The evaluation fosters the continuous improvement of the project progress and processes. It makes the project's development transparent. Within the reports, the results of the evaluation are bundled to an analysis of the work, output etc.
