BACKGROUND: The European labor market is faced with major challenges: many countries are already experiencing a shortage of skilled workers, particularly in the craft. In other countries, there is a high rate of youth unemployment. Because of large migration movements, people with very different qualifications have to be integrated into the European labor market. This implies that vocational education and training in these countries have to adapt to this new situation and develop new strategies. Among the refugees and migrants, who come to the EU, are many young, motivated people with different educational qualifications. As a result, there is an increasing demand for training and employment opportunities in European countries, including Germany and Sweden. Both countries have received a large number of refugees and have developed different concepts for integration.

AIM OF THE PROJECT: In two experience exchanges in Stockholm/Sweden, VETPRO from the Berlin craft exchange with Swedish education experts on innovative contents, concepts, methods and good practice on the integration of refugees and migrants into training and employment in the craft. In joint workshops and seminars, the project will contribute to rethink existing qualification concepts and aims to strengthen the intercultural competences of the participants as well as to promote the intercultural dialogue. The professional profile of VETPRO should be strengthened and to contribute to improve the quality of the activities in their daily training work.

PROFILE OF THE PARTICIPANTS: 30 VETPRO will pass the two flows. They come from Berlin craft enterprises, but also from vocational schools (Oberstufenzentren), chambers and guilds. For acquiring participants, the project addresses primarily to institutions which already either train or advise refugees and migrants or which plan to do so in the future. In order to respond to the needs of these target groups, the VETPRO need knowledge that they have either to acquire or further deepen because of their lack of experience.

DESCRIPTION OF THE ACTIVITIES: The two flows to Stockholm are expected to be carried out in autumn 2017 and 2018. Within the stay (3 days work programme), workshops and seminars in craft enterprises and vocational training institutions, which are facing the challenge of securing the supply of skilled workers and which are involved in the integration of refugees and migrants, will be on the programme. The participants will get a practical as well as a theoretical picture of the integration concepts and Swedish good practice: strategies, concepts and methods, e.g. adaptation of integration topics in vocational education and training programs, securing the supply of skilled workers, European developments in vocational education and training, current reform concepts and quality standards in a European comparison, recognition of foreign qualifications.

METHODOLOGY: BGZ and the Berlin Chamber of Small Business and Skilled Crafts jointly undertake the approach and selection of the participants.
In coordination with the German partners, the Swedish hosting organisation Amledo & Co creates and assures the work program and supervises the participants on site. The content-related and organizational preparation of the participants will be carried out within the frame of an information event in Berlin by the BGZ immediately before the exchange. After the return of the group, a final evaluation event (organized by the BGZ) will take place in Berlin. The workshop serves as a platform for the final discussion of the results as well as the quality and effectiveness of the measure for the professional perspective of the target group. The participants will provide feedback on the learning success and the fields of use for their further work. The dissemination of the results is ensured by the partners as well as by the participants themselves.

EXPECTED RESULTS/BENEFITS: In addition to a strengthened internationalization for craft in Berlin, an improvement in the quality of education is expected in the craft enterprises and participating institutions. The improvement should be achieved as the VETPRO's use the extended/acquired learning outcomes and good practices directly in their daily vocational training practice. It is expected that the VETPRO will increase their understanding of the needs of young refugees and trainees with a migration background. Through the effect of participants being also multipliers, the gained knowledge and experiences are made accessible to their colleagues and are disseminated within their institutions. This stimulates a discussion process among the staff and strengthens the awareness of the colleagues on the subject. In the long term, the project should contribute to increase the employability of craft enterprises.
