Summary

Context
Every day a diversity audience with more and more specific needs of information and counselling come to guidance and career life professionals. In the meantime, the growing importance of digital environment in the society, the shift in how we work and professions by 2030 highlight how it is important for people to develop their adaptabilities and their competences to efficiency build up their professional project.

To be able to provide a more and more personal service, career guidance counsellors and practitioners have also called on to adapt their methods, learning tools and attitudes. Regarding organisations they are encouraged to pool tools and means thanks to a cooperation and coordination of services on the territory. This is exactly the challenge reminded in the resolution of the EU Council on lifelong learning in 2004 and then strategic priorities of the New Skills agenda and lifelong guidance » of 2016.

Solution proposal
More than never single places for career information and counselling built on decompartmentalized partnerships as Cités des métiers represent a concrete and innovative solution in Europe.

This concept created at the Cité des Sciences et de l’Industrie in Paris-la-Villette in 1993 alows the dissemination of these single labelled platforms of services at a local level for reception, career information and counselling opened, free of charge of everyone and with anonymous right.

8 years after leading the European project "Mutual Improvement of Performance of Integrated Places" (AMPLI), the Cités des métiers decided to engage a new step in the pooling of resources with the development of an up-skilling approach for professionals working in integrated places such as the Cités des métiers. The construction of an initial training program has been underway since November 2016 within the International Network of Cités des métiers.

Objectives
COCADE project mainly aims at:
- make up-skilling of the profession of career counselling in integrated spaces and support practitioners and counsellors in their learning process in Cités des métiers and other similar places
- strengthen the coordination of partners involved while implementing the offer of reception, information and career counselling

Career life and guidance counsellors, practitioners, teachers, trainers, new counsellors, partnership manager, adult learners, students

Methodology of project management
The methodological approach is based on bottom-up, participatory and networking processes. The principles are: participation, interaction and plurality of viewpoints, non-formal, informal and less formal education, equity, promotion of innovation concerning animation techniques, transferability of skills.
The project is focused on the acquisition and high level of key competencies for learners. The dimension of social inclusion is part of the pedagogical content and the selection principles of participants to training and mutual learning activities. Particular attention will be paid to approaches adopted with specific audiences (e.g. people with disabilities, young NEETS, people came out of prison, foreigners, illiterate people, people with long-term unemployment, etc.)

Resultats and expected impacts
- Use of new innovative approaches and methods by advisers and practitioners working in integrated spaces
- Formalisation of tools for the informal recognition of skills of the career counselling profession
- Strengthening the quality of counselling services in integrated spaces
- Improvement of the animation of the counselling centers in Cités des métiers and similar spaces
- increase the practice of the decompartmentalised approach of counselling

Potential long-term benefits
- development and strengthening partnerships with public and private actors in the fields of guidance and professional life
- creation of new cooperative structures similar to the Cités des métiers
- pooling of resources in vocational guidance
