High-level qualifications for in-company trainers. Transfer of the innovative further training concept

Summary

The objective of the project “It’s time. European vocational training workplace tutor for company training supervisors“ was to transfer the elements of the innovative “workplace tutoring“ further training approach developed in Germany to European partner countries and to develop the training in Germany further by incorporating new ideas from the partner countries. Useful learning arrangements throughout Europe shall be developed and tested in the project, especially through the development of blended-learning modules. The object was to support practical and in-service forms of learning. The respective learning modules will be assessed with credit points in an examination of the usability of both the ECVET concept and the ECTS system. At the same time integration into the NQF/EQF shall be carried out. The aim of these efforts is to increase the quality and attractiveness of the further training for company training supervisors, to enable the permeability between the different educational systems (vocational training, university) and to utilise the experiences and competences of the European partners in e-learning and blended-learning approaches for trainers.

Our investigations have shown that the “workplace tutor” further training approach is unique in Europe and that other European countries with a dual vocational training system can greatly profit from this qualification offer. The added value for the cooperative partner institutions in Europe is that they are able to expand their further training offers round the innovative "European vocational training workplace tutor" and cover the qualification needs of company training supervisors in their countries much better.

If established in a European validated framework, the “workplace tutor” model would boost the further training of the vocational training staff in Germany considerably. German company training supervisors could for instance complete their further training in different EU countries and still acquire a state-approved certificate with no loss of time or quality. Alternatively, trainers from partner countries could complete their further training (in parts) in their native countries and take the state-regulated examination in Germany. The application of European credit points and the integration of the further training into the NQF and EQF would then be of considerable benefit to all parties involved.

Results

Description

The “workplace tutor” is an innovative concept in continuing education and training newly developed in Germany. The object of the “It’s time” project is to transfer central elements of this concept to European partner countries and further develop the concept in collaboration with transnational partners. Continuing education and training does much for the professionalization of trainers at companies, for their long-term employability and for the trend towards their equal standing with other training staff. In keeping with priority 2 of the innovation transfer programme, the strategic goal is to make workplace tutors a leading European brand for vocational training staff and to set a new quality standard for trainer education.

“It’s time” develops learning arrangements usable throughout the EU and tests them in a blended learning approach to enable flexible, practical and extra-occupational continuing training for company trainers in Europe. In doing so, the project draws on the experience and skills of its European partners in developing blended learning arrangements for trainers.

The project helps to improve the transparency and recognition of qualifications in Europe by evaluating learning modules using performance scores and examining the usability of the ECVET concept and the ECTS system. An effort is also being made to embed these results in the NQR/the EQR.

Description

The need and market analysis describes the standardisation and certification of the vocational training in Finland, Portugal, Germany and the Netherlands. It served as background knowledge for the project “It’s time” and the “workplace tutor”, a vocational training for instructors and on-the-job trainers. The core partner institutions had highlighted their national situation of how initial training is organized, which certificates exist on the market and how they are accepted, and which role policy plays.

Description

The module structures were compiled in a thorough process of consultation with all partners. It comprises the blended learning concept and is structured according to the EQF. The module structure provides a common basis for all training modules.

Description

On basis of the module structure four module contents were worked out. The project coordinator provided the piloting partners with content of the modules of the German Berufspädagoge. The handbooks are visible on the moodle learning platform http://moodle.its-time.org/course/view.php?id=13. The partners adapted the English modules to their countries’ needs taking into account existing training materials from their country and translated their piloting module into their native language to conduct the pilot course.

Description

The learning platform contains the e-learning parts of the it’s time training courses and includes a communication platform allowing course participants and their tutors to discuss contents, exchange opinions, etc. The e-learning platform formed one part of the b-learning training course, the other one being the face-to-face seminars as well as the self-studying parts of the course.
The four project modules were tested on that platform wich was part of the pilot courses in Germany, the Netherland, Portugal and Finland.

Description

Four modules out of seven training modules were elaborated, piloted and tested during the project period. Each core partner piloted one module with at least 10 participants who tested the contents and the learning method (b-learning concept). The courses and the learning material were held and conducted in the partners' country languages.

The European multipliers’ handbook is an extensive documentation comprising the results of the it’s time project in 7 languages. It gives an overview of the European Workplace Tutor training programme, including its structure, methods, aims and contents (in the form of the four elaborated modules) including summarising the processes of its development.
