This list contains White Papers published since 1985 and provides access to the full or summarised version of these texts. It is preferable to click on the link to the full version in PDF format. However, some of the older documents are only available in Word (Perfect) format. If the full electronic version of the text is unavailable, you may via a link access a summary of the text or the Bulletin of the European Union. These documents will provide you with a general outline of the White Paper. Certain documents published before 1993 are, however, not available on-line.

Hard copy versions of White Papers that are not available on-line can be obtained through the nearest sales agent of the Office for Official Publications of the European Communities. To order, please use the reference e.g. COM(98)596 (where 98=year and 596=publication number). Documents that were published before the accession of a specific country may not be available in that country's language. If a title is not available in a particular language, it is given here in English.
