What did the catch composition rules intend to achieve?The catch composition rules were put in place in 2009 to reduce fishing mortality by preventing a targeted fishery for cod, haddock, and whiting. The catches of all three stocks had substantially reduced, and they were considered to have collapsed. The rules were to allow for stocks to recover, but only the haddock stock has improved since.

The European Commission has initialled a 12-month extension of the protocol under the Fisheries Partnership Agreement (FPA) with Morocco. At the annual meeting of International Commission for the Conservation of Atlantic Tunas (ICCAT) being held this week in Paris, the EU has tabled proposals for two new recommendations prohibiting fishing for porbeagle and thresher and hammerhead sharks. The EU is also working with the USA and other members of ICCAT on a third proposal which would set precautionary catch limits for shortfin mako sharks. Together, these proposals provide an opportunity to make substantial progress in bringing the management of shark fisheries in the ICCAT convention area into line with scientific advice.

Today the European Commission put forward its proposal for continued financial support to the EU's Integrated Maritime Policy, established in 2007, for the period between 2011 and 2013. The proposal is designed to enable the Commission, Member States and maritime stakeholders to keep up the good work in favour of a sustainable use of oceans, seas and coasts. The Integrated Maritime Policy advocates an integrated approach to the management and governance of the oceans, seas and coasts, and fosters interaction between all sea-related policies in the EU. The purpose of the proposed funding, € 50 million, is to continue the work undertaken since 2007 namely to remove policy barriers, allow savings on both the EU and national budgets and unleash synergies by bridging between all policies with an impact on the sea, such as transport, fisheries, customs and marine environment protection.

27/11/2009 - Fisheries: Commission proposes that the Council denounce the EU-Guinea Fisheries Partnership Agreement

The political situation in the Republic of Guinea prompted the European Commission to withdraw its proposal on the signing of a fisheries partnership agreement between the European Union and Guinea (see MEX/09/1021 ). Commissioner Joe Borg, responsible for maritime affairs and fisheries, informed the EU Presidency and the European Parliament of this intention and received their backing.

Precisely one year ago, and after one of the most comprehensive stakeholder consultations ever, the European Commission tabled its proposal for an Integrated EU Maritime Policy. EU Heads of State and Government endorsed the Commission's vision only weeks later at the December European Council under the Portuguese Presidency. The European Commission marks the first anniversary of the Integrated Maritime Policy by reviewing the concrete progress achieved to date. The last twelve months have seen major new initiatives in areas as varied as border surveillance, sustainable tourism, maritime transport strategy, climate change, marine and maritime research strategy, or maritime governance. At the same time, the Commission's services coordinating this policy have been reorganised within DG Maritime Affairs and Fisheries to provide cross-cutting coordination on a regional basis.

The European Commission has proposed that a "European Maritime Day" be celebrated annually throughout the European Union on 20 May. This initiative is linked to the new Integrated Maritime Policy for the EU, proposed by the Commission in October. During the consultation process on this new policy, numerous stakeholders voiced the opinion that celebrating Europe's maritime heritage and future as well as highlighting its maritime activities would help raise citizens' awareness not only to the importance of the maritime sectors, but also to the key role of the marine environment and Europe's coastal regions, islands and outermost regions. Similar initiatives already exist, but with a distinct sectoral focus. The aim of European Maritime Day, on the contrary, will be to highlight the whole web of relationships that bind together all maritime and marine-related issues and activities in Europe, in line with the joined-up and cross-cutting approach of the new policy.

Today the Commission adopted a Communication setting out its vision for an Integrated Maritime Policy for the EU, together with a detailed action plan setting out an ambitious work programme for the years ahead. Scientific discoveries, huge strides in technological development, globalisation, climate change, and marine pollution are rapidly altering Europe's relationship with the seas and oceans, with all the opportunities and challenges that this presents. An integrated maritime policy will enable the Union to meet the challenges head on. This proposal is grounded in an extensive public consultation which ended last June, and represents the work of a Steering Group of 10 Commissioners chaired by Joe Borg. The Communication and Action Plan are accompanied by a report on the results of the consultation which revealed strong stakeholder support for the Commission's initiative.

The European Commission today announced its decision to launch a consultation process on a future maritime policy for the Union. In a communication presented jointly by President José Manuel Barroso and Commissioner Joe Borg, the Commission sets out the reasons behind this initiative. The communication says that the contribution that the sea makes to our livelihood and well-being is considerable as is the potential for economic growth. The challenge is to ensure that we make the most of this potential in a sustainable manner.
