The event will be chaired by Prof. Dr. Marko Pavliha, EU Maritime Ambassador and former Slovenian Minister of Transport and Vice- President of the Parliament who will highlight the main achievements and aims of the new EU Maritime Policy with particular regard to the Mediterranean and Adriatic. A link will be then made to the new UN Convention on Contracts for the International Carriage of Goods Wholly or Partially by Sea (Rotterdam Rules) adopted in December 2008 and which will be open for signature from September 2009. The aim is to discuss the salient characteristics of the Rotterdam Rules and particularly how will they work with some particular instruments of the EU Maritime Policy as for example Motorways of the Sea and Short Sea Shipping.

Maritime law and policy seminar: Shipboard Operational Procedures and Pollution Legislation - the Mariners' Dilemma
The main contribution of this seminar will be highlighting several of the problems of mariners in meeting their obligations to safety of life at sea and protection of the marine environment. It will include trends in accidental and wilful pollution and the causal factors involved. Points covered are navigational and technical complexities, training, fatigue, tank cleaning, ballasting, ship structural integrity, environmental awareness, commercial stresses, and communications with the shore.. In particular, the legitimate rights of coastal states and those of masters will be covered. This and other aspects are underpinned by case studies. These will also serve to outline the efforts being made to resolve several of the contradictions between operational and legal requirements.
