Maritime Spatial Planning (MSP), as promoted by the EU integrated maritime policy, is crucial for creating an environment in which the maritime economy can grow in harmony with the surrounding ecosystem. Transparency, stability, predictability and reduced transaction costs are the factors that encourage and accelerate investments – and are among the benefits that MSP can bring. Innovation in Fisheries will also be covered.

What is the potential of renewable ocean energies in the face of the climate and fossil fuel reduction challenge? What are the consequences for the environment and spatial planning when we contemplate building up renewable ocean energy capacity? What are the regional 'blue growth' implications of ocean energy industries for coastal zones?

This session will focus on clean technologies as providers of a competitive edge for shipping and European shipping in particular. It will also touch on the "Sustainable Waterborne Transport Toolbox" presented in September 2011 and accompanying the amendment of the EU Directive on Sulphur in marine fuels proposed by the European Commission.

EU regional funding strategies are being implemented in the Baltic and Danube areas to help promote business opportunities and create jobs. For maritime regions, such as the Atlantic or Arctic, regional funding strategies could be used to focus efforts on projects that can help to grow the blue economy. Regional strategies can also help regions work together on a cross-border basis on joint projects. Investment can come from the EU's structural and cohesion funds, and research funding from the new Horizon 2020 package. Depending on local needs, this could mean a renewed focus on areas such as coastal tourism, marine energies, maritime transport, etc.

14 countries have been working together in the past 2 years within 2 pilot projects to achieve a more efficient maritime surveillance of their seas based on cooperation across borders and across sectors. Two pilot projects, BlueMassMed and MARSUNO, has brought together civil and military user communities and the corresponding authorities dealing with maritime surveillance from the perspective of merchant transport, customs, marine environment, border and civil protection, defence, fisheries control or law enforcement. Both pilot projects will report about their challenges and recommendations: Did it work? Is it worth it? What is next?
