Citizens' Dialogues, in the style of town-hall debates, take place all across the EU. After last June's Citizens' Dialogue with Commissioner Andriukaitis, Malta is now hosting the Commission's First Vice-President Frans Timmermans.

In its monthly package of infringement decisions, the European Commission is pursuing legal action against Member States for failing to comply with their obligations under EU law. These decisions, covering various sectors and EU policy areas (see Annex I and II), aim to ensure proper application of EU law for the benefit of citizens and businesses.

On 28 September 2016, the European Commission proposed a mandatory Transparency Register covering all three EU institutions – the European Parliament, the Council and the Commission - delivering on a key transparency commitment of the Juncker Commission.

On Wednesday 28 September, the Commission reported on the progress made on the EU's relocation and resettlement schemes and the implementation of the EU-Turkey Statement. At the same time, it outlined the steps still needed to be taken by Greece in view of a future resumption of Dublin transfers from other Member States while also reporting on the temporary border controls carried out at internal Schengen borders under the Council recommendation of 12 May 2016.

The European Investment Fund has signed new SME financing agreements with banks in Malta and Slovakia to provide low-cost loans to small- and medium-sized enterprises (SMEs) and mid-caps. The agreements benefit from the European Fund for Strategic Investments (EFSI) guarantee, the heart of the Investment Plan for Europe.

On the 23rd of September, APS Bank and the European Investment Fund (EIF) signed the first agreement in Malta under the European Fund for Strategic Investments (EFSI), the heart of the Investment Plan for Europe. The agreement will help Maltese innovative SMEs access to € 12 million of fresh loans.

After months of negotiations, on 24th August the Commission announced that Malta's plans for setting up a development bank to be in line with EU state aid rules. The bank will carry out non-commercial activities to facilitate access to finance for small and medium sized companies (SMEs) and to support infrastructure investment, without unduly distorting competition.

On the 24 September, the European Commission Representation in Malta celebrated the European Day of Languages in St Anne’s Square, Sliema. Għaqda tal-Malti – Università helped in the organisation of this event. Participating in the event, and each manning a different stand, were the Spanish Embassy, The Deaf Society, the Russian Centre for Science and Culture in Malta, Malta University Language School, DESA, The National Book Council, HOASA and Alliance Française.

The European Commission Representation organised its annual training for EU information providers on 23 September 2016. All entities involved in providing EU related information in Malta and Gozo have been invited to attend this training and the event was well attended.
