Set up in 2007 to consider how language learning can foster greater understanding between people and cultures in Europe, specifically:
- how can we foster a sense of shared destiny and belonging?
- is it feasible to create a specific European identity – and could this accommodate all our differences, including those of non-European peoples?
- is respecting cultural differences compatible with respect for fundamental values?
The group made a series of recommendations in its 2008 report on language learning

relations between Europeans should be conducted in the languages of the 2 countries concerned and not in the language of a third country
