Prevention of and Fight against Crime

This page gives a general presentation in three parts:

I) Latest developments

NEW [26.10.2009]: Information day on financial programmes in the area of security

The Information day will take place on 25 November in Brussels. The aim of the event is to provide participants with:

  • general information on the two financial programmes which exist in the area of security ("Prevention and Fight against Crime Programme" and "Prevention, Preparedness and Consequence Management of Terrorism and other Security-Related Risks Programme"),
  • information about calls for proposals under the 2010 Annual Work Programmes,
  • requirements that have to be met when applying for grants, as well as information on proper management of projects during the implementation period.

NEW [20/10/2009]: The European Commission has adopted on 20 October 2009 the 2010 Annual Work Programme Deutsch English Français PDF File [77 KB]. The Annual Work Programme covers the priorities in 2010 and consists of the following parts and types of actions:

  • Action grants (co-financing of transnational and national projects)
  • Operating grants to non-governmental organisations
  • Action grants foreseen within framework partnerships
  • Grants to bodies in monopoly situation
  • Public procurement contracts

The total budget envisaged for the year 2010 is € 85.88 M. The publication of the Calls for Proposals is envisaged in December 2009.

NEW [30/06/2009]: The Commission has finalised evaluation of proposals submitted for the first deadline of the call for proposals ACTION GRANTS 2009. Applicants are invited to submit proposals for the second round of the call with the deadline 31/07/2009. The budget available is 22.965.807€.

NEW [24/02/2009]: A call for proposals restricted to framework partners in the area of law enforcement cross border cooperation PDF File [37 KB] under the 2008 Annual Work Programme has been published by the Commission. The deadline for submission of applications is 20 April 2009

NEW [30/01/2009]: The Guide for Applicants PDF File [301 KB] to the ISEC 2009 Programme is now available.

NEW [19/01/2009] Corrigendum: Updated documents under the call for proposals for ACTION GRANTS 2009 and call for proposals RESTRICTED FOR FRAMEWORK PARTNERS 2009.

CFP ACTION GRANTS 2009

The following forms were updated for the call for proposals for action grants 2009:

  • Application form (formatting of checklist corrected),
  • Budget Estimate form (formatting and calculation formulas corrected),
  • Declaration for co-financing and Partnership declaration (formatting corrected).

CFP RESTRICTED TO FRAMEWORK PARTNERS 2009

The following form was updated for the call for proposals restricted for framework partners 2009:

Applicants are requested to use the updated forms when submitting proposals.

NEW [19/01/2009]: Results ISEC 2007
The list of selected projects PDF File [114 KB] under the 2007 annual work programme is now available. The document contains proposals selected both within the call for proposals restricted for framework partners and the call for general action grants. No operating grants were awarded in 2007.

[22/12/2008] Corrigendum: Amended text of the 2009 call for proposals restricted to framework partners.

A new version of the 2009 call for proposals restricted to framework partners has been published. The only change in comparison to the old version is an addition of the following priority:

Activities aiming at joint studies of anti-corruption practitioners of the EU as well as of practitioners of relevant authorities in countries of the Western Balkans and the New European Neighbourhood using an interdisciplinary approach for knowledge transfer, especially from science to practice, in the field of anti-corruption.

[17/12/2008]: Within the framework of the Specific Programme ISEC, the Commission has launched the following Calls for proposals for ISEC 2009, on the basis of the 2009 Annual Work Programme:

  • Call for proposals for ISEC 2009 - Action Grants PDF File [68 KB]
    The deadlines for submission of applications are: 16 March 2009 and 31 July 2009. The two deadlines of this Call should be regarded as two separate calls for proposals. The Commission is planning to adopt two separate award decisions. Therefore the award of grants for proposals submitted for the second deadline is subject to the availability of funds.
  • Call for proposals for ISEC 2009 - Operating Grants PDF File [49 KB]
    The deadline for submission of applications is 16 February 2009.
  • Call for proposals restricted to framework partners ISEC 2009 - FPA PDF File [40 KB]
    The deadlines for submission of applications are: 16 February 2009 and 17 July 2009. The two deadlines of this Call should be regarded as two separate calls for proposals for which two separate award decisions will be adopted. Therefore the award of grants for proposals submitted for the second deadline is subject to the availability of funds.
    Please note that the applications have to be submitted electronically via the PRIAMOS system. The call itself will be accessible in the beginning of next year. However in order to be able to download all the necessary documents you have to be registered in PRIAMOS as an applicant. Please note that registration process may take up to 15 days. Therefore it is recommended to start registration process before the call is accessible. It remains the applicant's responsibility to register in PRIAMOS in due time. Links to PRIAMOS can be found on page 7 of the call for proposals.

A Guide for Applicants to the ISEC 2009 Programme will be available mid-January 2009.

[28/10/2008]: On 29 September 2008 the Commission has adopted the annual work programme for 2009 Deutsch English Français PDF File [80 KB]. The total budget envisaged for the year 2009 is 70.85 M Eur. Similarly to the previous 2 years of the programme, the 2009 annual work programme foresee the co-funding of national and transnational projects (Section I.A. Action grants, Section I.C. Action grants within framework partnerships, Section I.D. Grants to bodies in monopoly situation), and also provides co-financing to the implementation of the annual working programme of non-governmental organisations pursuing the objectives of the programme in specified priority areas on a non profit basis with a European dimension (Section I.B. Operating grants).

Part of the appropriations for 2009 will cover actions initiated by the European Commission (Section II. Procurement).

Annual work programme 2008

On 4 December 2007 the Commission has adopted the annual work programme for 2008 Deutsch English Français PDF File [88 KB]. The annual work programme covers the priorities in 2008 and consists of the following parts and types of actions:

  1. Grants
    1. Action grants (co-financing of transnational and national projects)
    2. Operating grants to non-governmental organisations
    3. Action grants foreseen within framework partnerships
    4. Grants to bodies in monopoly situations
  2. Public procurement contract

The total budget envisaged for the year 2008 is 50,9 M Eur.

The implementation of the annual work programme:

A call for proposals restricted to framework partners PDF File [37 KB] was published by the Commission with the following deadlines for submission of applications:

  • 31 March 2008
  • 30 June 2008
  • 31 October 2008

The three deadlines of this call should be regarded as three separate calls for proposals. The Commission is planning to adopt three separate award decisions. Therefore the award of grants for proposals submitted for the second and the third deadline is subject to the availability of funds. Projects listed on the reserve list can be awarded with a grant no sooner than the adoption of the award decision for proposals submitted for the third deadline.

On 05/03/2008 a call for proposals for operating grants for non-governmental organisations PDF File [58 KB] was published with a deadline for applications on 15 April 2008. The period for applications for the call for proposals has expired. The proposals are currently under registration/evaluation.

Under the annual work programme 2008 a call for proposals for action grants PDF File [85 KB] intended to co-finance specific national and transnational projects has been published with a deadline for applications on 24 June 2008.

20/05/2008: The Guide of the program is now also available under the Call for proposals "Action grants" 2008.

11/06/2008: Call for Action Grants 2008 Prevention of and Fight against Crime. The amount of co-financing provided by other sources/organisations than the applicant or the partners shall be entered on the worksheet "Heading R: Financial contribution from applicant and project partners" as the worksheet "Heading S: Contributions from other organisations" was published fill-in protected. The distinction should be clearly identifiable: please enter under the column "Who?" the "name" of the donor organisation and indcate in the "Explanation" column "other source" (EXAMPLE PDF File [13 KB]).

Annual work programme 2007

The annual work programme Deutsch English Français PDF File [108 KB] for 2007 was adopted on 16/04/2007.

The total budget envisaged for the year 2007 was 44,656 M Eur.

The implementation of the annual work programme:

A call for framework partners Deutsch English Castellano Français Italiano Polski PDF File [80 KB] has been published on 6 February 2007 with the deadline for applications on 27 March 2007.

The purpose of framework partnerships is to establish long term cooperation with competent public bodies, including law enforcement agencies, responsible Ministries and national statistical bodies.

As a result of the above call a number of 103 public bodies with relevant competencies were offered to conclude a framework partnership with the European Commission in one or more of the following areas of activities:

  • EU Statistics on crime and criminal justice
  • Cross-border cooperation in law enforcement
  • Cooperation in the prevention of, protection against, pursuit of and response to terrorism
  • Training and other exchanges among law enforcement officers
  • Prevention of general crime (notably juvenile, drug-related and urban crime)

Framework partnerships will run for a period of up to 4 years (2007-2011), during which the partners will have the possibility to undertake projects funded by EU grants under procedures to be specified in the annual work programme adopted for the year concerned. The signature of a framework partnership agreement does not give rise to any obligation on the Commission to award a grant and shall be without prejudice to the beneficiary's right to apply also for grants available through 'classic' calls for proposals.

The Commission does not envisage publishing another call for proposals for framework partnerships in 2008. However, if relevant needs are identified, it is not excluded that the Commission would prepare another call in the following years. Interested public bodies who are not yet a framework partner may already inform the European Commission about their intention to become a framework partner.

After the adoption of the annual work programme a call for proposals for operating grants PDF File [47 KB] was published which intended to co-finance the functioning of non-governmental organisations aiming at complementing EU efforts to counter terrorism, and in particular, the preventive aspect of it. Activities of the applicant non-governmental organisations should have mainly concerned preventing, at local level, the emergence of radicalising tendencies and they should develop mechanisms related to renunciation of violence and terrorism. The deadline for applications was 15 June 2007.

A call for proposals for action grants Deutsch English Castellano Français Italiano Polski PDF File [200 KB] intended to co-finance national or transnational projects in the designated areas. The deadline for applications was 16 July 2007.

 

II) General context

On 12 February 2007, the Council of the European Union adopted the specific programme "Prevention of and Fight against Crime" for the period 2007-2013 with a budget amounting to ca. 600 million €. Together with the programme "Criminal Justice", this programme replaces the former AGIS programme.

The new programme provides financial support to activities under Title VI of the Treaty on European Union regarding all types of crime (in particular terrorism, trafficking in persons and offences against children, illicit drug trafficking and illicit arms trafficking, corruption and fraud).

The specific programme "Prevention of and Fight against Crime" consists of the following themes:

  • crime prevention and criminology,
  • law enforcement,
  • protection and support to witnesses, and
  • protection of victims.

To implement the specific programme, the Commission adopts a work programme annually that further specifies the funding conditions such as the maximum rate of co-financing of the costs of the projects, eligibility, exclusion, selection, and award criteria and other conditions related to the management of the funds that year.
