Alex Türk, CNIL
Chairman of the Art. 29 Working Party
- Alex Türk was elected as President of the Commission nationale de l’informatique et des libertés (CNIL) on February 3, 2004. He was initially appointed as member of the CNIL in 1992. He was the Vice President of CNIL from 2002 to 2004.
- In his capacity as CNIL member, Alex Türk was elected Chairman of the Schengen Joint Supervisory Authority (1995-1997), Chairman of the Europol JSA (2000-2002) and of the Supervisory Authority of Eurodac (2003).
- Alex Türk was elected as a member of the French Senate on September 24, 1992. He was re-elected in September 2001. He belongs to the Law Commission and to the EU Delegation of the Senate. He was elected as a Counselor of the Lille-centre County Council in 2001.
- Alex Türk, PhD., teaches public law at Lille II University. He is a lecturer at the Institute of Lille Political Science Institute and Catholic Universities.

Jacob KOHNSTAMM,
Vice-Chairman of the Art. 29 Working Party Data Protection
Before his appointment to Chairman of the Dutch Data Protection Authority Jacob Kohnstamm had been a member of the Senate of the States General for D66 since 1999. In addition, he was chairman of a large number of organisations and committees including the Regieraad ICT Politie [Board for Information and Communications Technology for the Police]
He was State Secretary for Internal Affairs between 1994 and 1998 and in particular was responsible for developing the Large Cities Policy.
After completing his studies in law at the University of Amsterdam, J. Kohnstamm worked as a lawyer between 1977 and 1981 and between 1982 and 1986.
In 1981 he was elected a member of the House of Representatives of the States General. He was a spokesman for his political party in the areas of defence, the police and justice. From 1982 to 1986 he held the position of party chairman.
Between 1986 and 1994 Kohnstamm was again a member of the House of Representatives. In the first session period he was spokesman for internal affairs, the police and the Middle East. In this period he was also Chairman of the standing parliamentary committee National Ombudsman. In the parliamentary period that followed, namely between 1989 and 1994, he was spokesman in the policy areas of public health, the police and the Middle East and also chairman of the standing parliamentary committee for the police.

Ms Janni CHRISTOFFERSEN, Director,
of the Danish Data Protection Agency (Datatilsynet).
- Janni Christoffersen (born 1962) graduated from the University of
Copenhagen, Faculty of Law in 1987. She then worked as Head of Section
at the Family LawDirectorate from 1987 to 1990 and as Head of Section
in several divisions in the Danish Ministry of Justice from 1990-1998.
- In 1998 Janni Christoffersen was appointed Head of Department of the
Personnel Division of the Danish Ministry of Justice, a position she
held until appointed Director of the Danish Data Protection Agency (Datatilsynet)
in 2002.
- Janni Christoffersen has been a member of the Danish Refugee Board

Mr Viljar Peep (Ph.D), Director General, Estonian Data Protection Inspectorate (Andmekaitse Inspektsioon). The Inspectorate is the supervisory authority for personal data protection and freedom of information.
Professional record:
Mr. Peep was appointed for a period of 5 years with effect from 1st October 2008. Prior to the last appointment he led a division at Estonian Ministry of Justice, responsible for courts’ management, for commercial and real estate registration, for state-funded legal aid, for civil enforcement system and for notaries’ service. Also, he has been active in legislative drafting and he had led the projects of 2-hours online registration for companies and cross-border usage of electronic signatures.

Peter SCHAAR,
- Peter Schaar was born in Berlin 1954. He is married with two children.
- Federal Data Protection Commissioner since 17 December 2003. He is the Chairman of the working group of the European Data Protection Commissioners pursuant to Art. 29 of the EU-Data Protection Directive. He was re-elected for a second two-year term as Chairman at the beginning of 2006.
- Holding a diploma in economics he worked from 1980 to 1983 with the Senate’s office for administrative services of the Free and Hanseatic Town of Hamburg.
- After his activities as head of section for data processing and statistics with the agency for schools and vocational training of the Free and Hanseatic Town of Hamburg he worked from 1986 to 1994 as head of section with the Hamburg Data Protection Commissioner and was deputy there from 1994 to 2002.
- In 2001 and 2002 he committed himself as a member of the Attendant Commission to the Modernization of Data Protection Law.
- On 1 November 2002 he changed into private business and founded a consulting firm for data protection in Hamburg which he ran as managing director until October 2003.
- His further engagements are covering the Gesellschaft für Informatik (Society for Informatics), the International Working Group on Data Protection in Telecommunications (IWGDPT), the Hamburger Datenschutzgesellschaft (HDG, Hamburg Society of Data Protection) as well as the Humanistische Union (Humanistic Union).

- Artemi Rallo Lombarte, Director General of the Juridical Studies Centre, born on 9 August 1965, in Castellón
- Graduate in Law with Extraordinary Prize Honours (1988) and Doctor in Law at the University of Valencia (1990).
- Professor of Constitutional Law at the Jaume I University of Castellón, where he was also Head of the Constitutional Law Department (1993-1998). He has performed research activity at international centres such as the International Human Rights Institute with its seat in Strasbourg, the Theory of State Department of La Sapienza University (Rome) and the Centre de Recherche de Droit Constitutionnel at the Paris I-Pantheòn-Sorbonne University. - He is currently President of the Italian data protection authority
- Mr. Pizzetti is Full Professor of Constitutional Law in the University of Turin, Italy, Faculty of Law, and Professor in the Link University of Malta in Rome. He has held academic offices in other Italian Universities.
- He acted as advisor in constitutional law and public administrative law to Italian governments in the 1987 to 2001 period, and from 1990 to 1993 he was deputy-major of the city of Turin.
From 1996 until 1998, he served as the Secretary to the Italian “State-Cities and Local Autonomies Conference” (“Conferenza Stato-Città-Autonomie locali”) and the “Unified Conference” (“Conferenza Unificata”).
From 1998 until 2001, he was Director of the Italian Superior School of Public Administration (“Scuola Superiore della Pubblica Amministrazione”).

- Mr. Pizzetti is a member of the Board of Directors of the Italian Association of Constitutional Law. - Dr. András Jóri obtained his law degree at Eötvös Loránd University, Faculty of Law and Political Sciences, Budapest; he is also a certified system administrator.
- Between 1997 and 2000 he was a staff member of the Parliamentary Commissioner for Data Protection and Freedom of Information.
- Since 2000 he has been a member of the legal advisory board of the Council of Hungarian Internet Providers, responsible for the regulation of domain name delegation process under the .hu top level domain. - Mrs Frangou was appointed by the Council of Ministers as the first
Personal Data Protection Commissioner for a 4 year term commencing 1st

Signe PLUMINA is graduate of Faculty
of Law, University of Latvia. She has been working at the Legal Department
of Ministry of Transport. She is director of Data State Inspection since
it was established.
- While working at the Ministry of Transport, where Signe Plumina was
responsible for elaboration of legal acts in the field of informatics,
she participated in a work group that developed the Law on Personal
Data Protection, as well as the draft plan on State Information System
and the provisions of the Cabinet of Ministers No 40, January 30, 2001
on "Obligatory technical and organizational requirements for protection
of personal data processing systems". She has also participated
at the elaboration of regulations of the Cabinet of Ministers No 106,
March 21, 2001 on "Regulations of Information System Security".
She has lead a working group that elaborated supplement for Personal
Data Protection Law to be able to introduce requirements of European
Union completely.
- Signe Plumina at the moment is leading a working group under the Ministry
of Justice that is elaborating amendments on Administrative Penal Code
of Latvia - a new chapter on administrative penal in the field of information
technology and Internet, besides that she participates in a working
group that elaborates legal acts in accordance with the draft Law for
Electronic documents.
- Signe Plumina has taken part in different workshops, seminars, expert
meetings that have taken place in Latvia in the concerning the issue
of personal data protection. She has also participated in different
international conferences, seminars, symposiums that are related to
personal data protection, freedom of information and information technologies.
Her practical experience has been obtained by visiting different data
supervision institutions abroad.
- Signe Plumina is participating at the Consultative Comity that has
been established in accordance with Convention for the Protection of
Individuals with regard to Automatic Processing of Personal Data (28.01.1981)
as well as at the Central and Eastern Europe Data Protection Commissioners
meetings. Signe Plumina has been specialized on the issues related to
the field of personal data protection, freedom of information issues
as well as in the IT rights.

Mr. Joseph EBEJER
Mr Joseph Ebejer was appointed Data Protection Commissioner on the 24th February 2009. Before this appointment Mr Ebejer was a public officer for over 43 years, most of which were spent within the Department of Social Security. Between 1995 and 2000 he served as Director within the Ministry for Home Affairs. His responsibilities in this position included those for the Passport Office and the Civil Status Office. For the last 8½ years, Mr Ebejer occupied the position of Permanent Secretary within the Ministry for Social Policy where he oversaw the introduction of new legislation transposing the EU acquis in the social sector and the setting up of the necessary structures for its implementation. During his career he was a member of various committees and working groups, including the Project Committee for the Computerisation of the Department of Social Security, the Committee for the Drafting of Legislation on Data Protection and Privacy, Electronic Commerce and Computer Misuse, the Inter-ministerial Committee on Refugees and the Pensions and the Rent Reform Working Groups.

Mrs. Georgeta BASARABESCU, President of the National Supervisory Authority for Personal Data Processing
- Mrs. Basarabescu (born in 1951) was appointed as President of the National Supervisory Authority for Personal Data Processing by Decision of the Romanian Senate in September 2005;
- Mrs. Basarabescu has been active in the legal field since 1972 both in the public and private sector;
- Mrs. Basarabescu, as lawyer in the Bucharest bar association, has specialized in the enforcement of human rights;
- Since 1998, she has worked as an expert, counselor, director and then deputy of the Romanian Ombudsman (People’s Advocate).

Ms. Nataša Pirc MUSAR, Information Commissioner, Ministry of Justice of the Republic of Slovenia – Inspectorate for Protection of Personal Data
Nataša Pirc Musar was born in 1968 in Ljubljana. After graduating from the Faculty of Law in Ljubljana in 1992, she passed the bar examination in 1997. After completing her studies she was employed for six years at the Slovenian national television as a journalist and news presenter of the main news TV Dnevnik. Subsequently, she worked for five years as news presenter on “24 ur”, the central information programme of the largest commercial television broadcaster in Slovenia, POP TV.
She gained additional experience in journalism at CNN, and attended the Media Department of the Salford University in Manchester in the UK for two semesters. During her studies she did her professional practice at BBC, Granada TV, Sky News, Reuters TV and Border TV.
She has also contributed newspaper articles and worked on radio. Striving for new knowledge, she moved in 2001 to the financial sector where she joined the largest Slovenian private financial corporation Aktiva Group as a Head of Corporate Communications. In April 2003 she became Director of Training and Communications Centre at the Supreme Court of the Republic of Slovenia. On July 15th, 2004, she was elected in the National Assembly to become the second slovenian commissioner for access to public information. She was nominated by the President of the Republic of Slovenia. From December 31, 2005 onwards, when Office of the Commissioner for Access to Public Information merged with the Inspectorate for Personal Data Protection, Nataša Pirc Musar performs her function as an Information Commissioner.
Nataša Pirc Musar is fluent in Croatian/Serbian and English.

Mr Reijo AARNIO, Ombudsman of the Finnish Data Protection
Authority
- Reijo Aarnio (born 1955) graduated from the University of Helsinki,
Faculty of Law in 1981. He then worked at several expert and managerial
tasks in the private sector. He aided the committee drafting the Personal
Data Act in an expert capacity.
- Reijo Aarnio became Data Protection Ombudsman on 1 November 1997,
taking over from Jorma Kuopus, LLD.
The Data Protection Ombudsman is appointed for a term of five years.
- Mr. Aarnio is a member of the Steering Group of Information Security
in State Government, the Telecommunications Advisory Board, and the
Ministry of Social Affairs and Health working group on labour issues.

Mr Christopher GRAHAM, Information Commissioner
Christopher Graham became UK Information Commissioner in June 2009, with responsibility for overseeing the Freedom of Information Act and Data Protection Act regimes – promoting access to official information and protecting personal information
Christopher was Director General of the Advertising Standards Authority (ASA) from April 2000 to June 2009. From 2003-5, he was Chairman of the European Advertising Standards Alliance (EASA), the federation of advertising self-regulatory bodies across the EU Single Market.
Prior to joining the ASA, Christopher was for three years Secretary of the BBC. Christopher first joined the broadcaster as a News Trainee in 1973. He was Deputy Editor of The Money Programme and became Managing Editor of News Programmes for TV and Radio. |

Mr Peter HUSTINX
Peter Hustinx has served as EDPS since January 2004, contributing to the building of the new supervisory authority and developing its role at Community level. He was reappointed for a second five-year term of office in January 2009.
Prior to his appointment as EDPS, Mr Hustinx worked as the President of the Dutch Data Protection Authority as from 1991. Between 1996 and 2000, he was Chairman of the Article 29 Data Protection Working Party.
His long standing experience in the field also extends to the broader European level; covering work as an expert in the Committee which prepared the Council of Europe Convention on data protection (No. 108). He also has data protection experience from the law enforcement field, having been Chairman of the Appeals Committee of the Joint Supervisory Body of Europol, and Chairman of the Commission for the Control of Interpol's Files. |
