The European Commission supports Member States and civil society in combatting discrimination through the PROGRESS programme :
- An annual call for proposals 'support to national activities aiming at combatting discrimination and promoting equality' allows national authorities in charge of equality and non-discrimination to implement antidiscrimination projects for different target groups, including LGBT.
- The Commission supports financially civil society organisations who are promoting the LGBT rights, like European Region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) and the International Lesbian, Gay, Bisexual, Transgender, Queer Youth and Student Organization (IGLYO).
Fundamental Rights and Citizenship
The Council adopted a Decision establishing the specific programme Fundamental Rights and Citizenship, for the period 2007-2013, as part of the General Programme "Fundamental Rights and Justice". It will contribute to the strengthening of the area of Freedom, Security and Justice over the period 2007-2013.
One of the objectives of the programme is to fight against homophobia. The programme pursues its objectives by means of transnational actions (Action grants ) and the Commission's own initiatives (Calls for tenders ).
