The Commission wanted to ensure that the practical problems of businesses and the legitimate interests of consumers were fully taken into account. Therefore the Commission invited key stakeholders from across Europe to provide input into the Expert Group's work.

The key stakeholder experts met on a monthly basis, normally for half a day before the meeting of the Expert Group.

Composition of the group

The stakeholders included representatives of consumers, business and the legal profession at European level:

  • BusinessEurope, EuroCommerce, Eurochambres, UEAPME (representing SMEs) and the International Chamber of Commerce;
  • BEUC (umbrella organisation of consumer associations);

Following requests of the banking and the insurance industry the Commission also invited:

  • CEA, the European Insurance and Reinsurance Federation, and
